Start with this diagnostic checklist
Before downloading anything, record:
- Which program shows the error: Check the window title, shortcut name, or the executable mentioned in the message.
- When it appears: Does it happen at startup, only when showing map time zones, or while WebGrab+Plus initializes?
- Where the program is installed: Right-click its shortcut, choose Properties, and read Target.
- Whether the program is 32-bit or 64-bit: Do not assume that 64-bit Windows requires a 64-bit DLL.
- Whether antivirus removed the file: Check Windows Security or your security product’s quarantine and history.
timezone.dll is not a standard Windows component. It is an application-local time-zone library associated with software based on the Delphi/Free Pascal libtz project, so the correct repair is normally to restore the files belonging to the application that requested it.
What timezone.dll belongs to
The filename alone cannot identify the owning program. The strongest documented connection is SAS.Planet, which used TimeZone.dll for time-zone information. Later SAS.Planet packages renamed that library to libtz.dll.

The underlying zed project is now called libtz and describes itself as a time-zone lookup library for Delphi and Free Pascal. Its build instructions produce libtz.dll. This explains why an older application may ask for timezone.dll while a newer release contains libtz.dll.

Some historical file listings describe a 32-bit TimeZone.dll based on older time-zone data. Those details describe an older build, not a universal specification for every file with this name. A replacement must match the application, DLL name, architecture, and expected exports.
Common messages include:
- “The program can’t start because timezone.dll is missing from your computer.”
- “timezone.dll was not found.”
- “Cannot find timezone.dll.”
- “timezone.dll error loading.”
- “The procedure entry point could not be located in timezone.dll.”
- “timezone.dll could not be located.”
WebGrab+Plus can instead report failures in time-zone initialization, including errors involving LoadEmbeddedData or WG.common.timezone.TimeZones.
Fix 1: Repair or reinstall the application
This is the safest and most likely solution.
If you use SAS.Planet
- Close SAS.Planet.
- Open the folder containing
SASPlanet.exe. - Look for
TimeZone.dllandlibtz.dll. - If one file is missing, do not rename an unrelated DLL to create the expected filename.
- Obtain the complete matching SAS.Planet release or nightly archive from the official SAS.Planet project.
- Extract the archive to a new folder rather than merging it into a damaged installation.
- Start the new copy and test the time-zone feature.
- If it works, move your maps, cache, settings, and other personal data according to the application’s normal storage layout.
Older SAS.Planet builds may expect TimeZone.dll, while newer archives may contain libtz.dll. A newer library copied into an older installation may still fail because the executable expects a different filename or export set. Use the complete matching archive.

The missing library may be optional in some SAS.Planet builds. If the program starts but time display or time-zone conversion fails, the same matching-archive repair still applies.
If you use WebGrab+Plus
- Exit WebGrab+Plus and any related command window.
- Open the installation folder and inspect its
bindirectory. - If
timezone.dllis missing, do not copy one from another computer. - Download the current official WebGrab+Plus package.
- Extract or install it into a new folder.
- Start with the bundled configuration and test one channel or site.
- If the program reports missing .NET components, run the official
WG-Dependenciespackage supplied with WebGrab+Plus. - Reapply your saved configuration only after the clean installation works.
The .NET dependency package can repair a separate WebGrab+Plus dependency problem. It does not prove that .NET supplies timezone.dll, and installing .NET alone is not a substitute for restoring the application’s own files.
If the program has a Windows repair option
Some installers register a repair action.
- Press Windows + I.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected program.
- Select the three-dot menu on Windows 11, or select the program on Windows 10.
- Choose Modify, Repair, or Change, if available.
- Complete the wizard.
- Restart Windows and test the application.
If no repair option exists, uninstall the program, restart Windows, and install a fresh copy from its official source. Preserve configuration or data folders before uninstalling if the application stores important content there.
Fix 2: Check antivirus quarantine
Security software may remove a DLL after an update or after detecting a suspicious file pattern.

- Open Start and type Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Expand entries from the time the application stopped working.
- Inspect the detected path. It should point to the affected application’s folder, not to an unexpected system directory.
- If the file came from the application’s trusted official package, use Actions and choose Restore or Allow on device, where available.
- Reinstall the application instead if the file’s origin is uncertain.
- Start the application and confirm that the error is gone.
Do not restore a DLL merely because its filename looks familiar. Restore only a file from a trusted, matching application package. If antivirus repeatedly removes it, leave the file quarantined and ask the application publisher to review the detection.
Fix 3: Match the architecture and build
A 32-bit application needs a 32-bit dependency even when it runs on 64-bit Windows. Historical metadata identifies an older timezone.dll record as 32-bit, but that does not establish the architecture of every current file or every renamed libtz.dll.
To check Windows architecture:
- Press Windows + I.
- Select System.
- Choose About.
- Read System type.
To check the application, inspect its documentation or installation package. If the program provides separate 32-bit and 64-bit builds, use the dependency included with the same build.

Do not place the file manually in C:WindowsSystem32 or C:WindowsSysWOW64. Those folders are not interchangeable drop locations. Windows chooses DLL search locations according to the process and loading rules, while the application may require a private DLL beside its executable.

Replace the complete application installation instead of trying several unrelated DLL copies.
Fix 4: Check Windows components only when other symptoms exist
timezone.dll is not verified as a protected Windows system file. Therefore, Windows system repair tools are not the primary fix. Use them when Windows itself has broader problems, such as multiple built-in applications failing, damaged servicing operations, or other system files reporting corruption.
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Approve the User Account Control prompt.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the affected application again.
DISM repairs the Windows component store or image. SFC repairs protected Windows system files. Neither command is expected to download or restore an application-local timezone.dll.
Repeating SFC and DISM without knowing what changed can make troubleshooting slower. Fix 5: Check .NET features for older WebGrab+Plus installations
Use this only when WebGrab+Plus reports a .NET-related failure or its official dependency package identifies a missing component.
- Press Windows + R.
- Type
optionalfeatures. - Press Enter.
- In Windows Features, inspect .NET Framework 3.5 (includes .NET 2.0 and 3.0) and .NET Framework 4.8 Advanced Services, if listed.
- Enable only the feature required by the application’s documentation.
- Select OK.
- Allow Windows to download or install the component.
- Restart the computer and test WebGrab+Plus.
Do not assume this supplies timezone.dll. It addresses a separate runtime dependency and is useful only when the application’s error points to .NET.
Fix 6: Update drivers only for wider application failures
Graphics, network, and storage drivers do not normally supply timezone.dll. Consider a driver update only if the same program also crashes with display, networking, or hardware errors.
Update through Device Manager
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Network adapters, or Sound, video and game controllers.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Install an offered update and restart Windows.
- Test the application.
For a manufacturer-provided package:
- Identify the exact device model in Device Manager.
- Open the hardware manufacturer’s official support page.
- Download the driver for your Windows version and architecture.
- Run the installer.
- Restart Windows.
Manually hunting through hardware models and stale driver packages is easy to get wrong. Outbyte Driver Updater can scan and identify driver versions; its driver installation requires the full version. A driver update is not the definitive repair for an application-owned timezone.dll.
Do not use regsvr32 as a routine fix
Do not run:
regsvr32 timezone.dll
regsvr32 is intended for DLLs that provide registration entry points, such as certain COM components. An application-local time-zone library is normally loaded by the application and does not need global registration. Running the command may produce another error without repairing the original problem.
Use regsvr32 only when the application’s vendor explicitly instructs you to register that exact DLL and provides the correct command for that build.
Avoid random DLL download sites
Downloading timezone.dll from a random DLL repository can give you:

- Malware or a tampered file
- The wrong architecture
- A file built for a different application
- An older or incompatible export set
- A misleading fix that leaves the damaged installation in place
The safe sources are the affected application’s official installer, official release archive, or matching nightly package. For SAS.Planet, obtain the complete matching release or nightly archive. For WebGrab+Plus, use its official package and dependency downloads.

If the error remains after reinstalling
Collect this information before contacting the application publisher:
- The full error text.
- The executable path shown in the shortcut’s Target field.
- The application version and build type.
- Whether Windows is 32-bit or 64-bit.
- Whether the application folder contains
TimeZone.dll,timezone.dll, orlibtz.dll. - Any antivirus quarantine event.
- Whether the error is missing-file, bad-image, or entry-point related.
- Whether a clean installation in a new folder produces the same result.
A dependency inspection may be needed when the file is present but cannot load. Do not replace additional DLLs at random. The exact executable path and error wording determine which dependency is incompatible.
FAQ
Is timezone.dll a Windows file?
No verified evidence identifies it as a Microsoft Windows component. It is associated with third-party applications and time-zone libraries.
Can I download timezone.dll and put it in System32?
No. That can introduce malware or the wrong build, and it does not repair the application installation. Restore the matching application package instead.
Why does SAS.Planet mention libtz.dll instead?
SAS.Planet historically used TimeZone.dll and later renamed the library to libtz.dll. Use the filename supplied by the matching SAS.Planet release.
