- “The program can’t start because tobii_stream_engine.dll is missing from your computer.”
- “There was a problem starting tobii_stream_engine.dll. The specified module could not be found.”
- “Error loading tobii_stream_engine.dll. The specified module could not be found.”
- “The code execution cannot proceed because tobii_stream_engine.dll was not found.”
- “tobii_stream_engine.dll is either not designed to run on Windows or it contains an error.”
The 60-second answer
tobii_stream_engine.dll is a Tobii Stream Engine library used by eye-tracking software, Tobii-enabled games, OEM eye-tracking packages, and applications built with the Tobii SDK. It is not a Windows system file.

Repair or reinstall the program that shows the error. If the problem affects several Tobii applications, reinstall the matching Tobii Experience driver or Tobii Core package for your device. Do not download the DLL from a random website or copy it into System32 or SysWOW64.
The filename alone cannot identify the exact application that owns the file. The correct fix depends on whether the file belongs to a game, Tobii software, an OEM driver package, or a developer’s bundled SDK.

What usually caused the error

“The specified module could not be found” does not always mean the named DLL itself is absent. Windows may be unable to find a dependency required by that DLL.
Step 1: Find the program that is failing
Before replacing anything, identify the executable that triggers the message.
- Write down the full error text and the name of the game or application.
- Right-click the program’s shortcut and select Properties.
- On the Shortcut tab, note the path in Target.
- Open that folder in File Explorer.
- Look for
tobii_stream_engine.dll.
If the DLL is beside the application’s executable, that application normally owns the copy. SDK-based applications commonly load the library from their own installation folder rather than from a Windows system directory.

If the error appears only when starting one game, repair that game first. If several Tobii-enabled applications fail, inspect the Tobii driver and service installation instead.
Check whether the application is 32-bit or 64-bit
A 32-bit program needs the x86 version of its native library. A 64-bit program needs the x64 version. Tobii SDK materials include both architectures, but the filename does not reveal which architecture a particular copy uses.
Do not choose a DLL because its version number looks newer. Use the file supplied with the affected application or its matching SDK.
The commonly listed files 2.0.0.2233 and 1.2.0.1844 are 32-bit examples found in public records, not a guarantee that either version belongs to your installation. Do not use them as replacement targets.
Step 2: Repair the owning application
This is the most likely solution when only one program reports the error.

For a game launcher
Open the launcher and use its file-repair feature:
- Open the game launcher.
- Find the affected game in your library.
- Open its Manage, Properties, or Settings menu.
- Select Verify integrity, Verify files, Repair, or the equivalent option.
- Wait for the scan to finish.
- Start the game again.
The launcher should restore the DLL to the game’s own directory. If verification reports missing or damaged files but the error remains, uninstall the game, restart Windows, and install it again from the original launcher.
For a conventional Windows application
- Press Windows + I.
- Select Apps, then Installed apps.
- Find the Tobii-related application or the program showing the error.
- Select the three-dot menu.
- Choose Advanced options if available.
- Select Repair and test the application.
- If Repair does not work, select Reset only if you are prepared to lose the application’s stored settings.
- If neither option is available, uninstall the application from Installed apps.
- Restart Windows.
- Reinstall it using the original installer from the software developer.
For an older desktop program, run its original installer again and look for Repair. Do not remove a working Tobii driver merely because one application has a damaged private copy of the DLL.
Step 3: Repair Tobii Experience, Tobii Core, or the OEM driver
Tobii Experience and Tobii Core are not interchangeable for every device. Older products may require Core, while newer consumer eye trackers may use the Tobii Experience driver and app. Tobii’s current download page identifies which package supports its products.
- Disconnect the eye tracker.
- Open Settings > Apps > Installed apps.
- Search for Tobii, Eye Tracker, or the computer manufacturer’s eye-tracking software.
- Remove the damaged Tobii software if the official installer does not offer Repair.
- Restart Windows.
- Download the driver package intended for your exact Tobii device from Tobii’s official gaming or support download page.
- Install the driver before installing the Experience app when the instructions require that order.
- Restart Windows again.
- Reconnect the eye tracker and test the affected application.
Some consumer drivers arrive through Windows Update, while the Experience application may be delivered through the Microsoft Store. An older Core package may not support Windows 11, so do not install it simply because its name resembles the package you previously used.
Check the Tobii services
- Press Windows + R.
- Type
services.mscand press Enter. - Look for Tobii Service, Tobii Eye Tracker Generic Service, and Tobii Runtime Service.
- For each service that exists, check whether its status is Running.
- Right-click a stopped service and select Start.
- If it is running, select Restart.
- Try the application again.
If the services are absent, repeatedly stop, or refuse to start, repair or reinstall the Tobii driver package. A missing service usually indicates an incomplete installation rather than a DLL that needs to be registered.
When manually searching for device drivers in Device Manager, press Windows + X, select Device Manager, expand Human Interface Devices and related Tobii entries, right-click the eye-tracking device, and select Update driver. Prefer the official Tobii or computer-manufacturer package when available.
Manually hunting through Device Manager can leave an older or mismatched driver in place. Step 4: Check antivirus quarantine
Security software may remove or quarantine a DLL after an update or incomplete installation.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an entry involving
tobii_stream_engine.dllor the affected application. - Check the reported file path and source.
- Restore the file only when it came from the verified application installer or an official Tobii package.
- Repair or reinstall the application after restoring it.
- Run a full security scan.
Do not disable antivirus protection merely to install a loose DLL. If the file came from an unknown archive or an unofficial download, remove it and reinstall the owning program from its legitimate source.

Step 5: Repair the Visual C++ dependency conditionally
Tobii applications and related game software may require Microsoft Visual C++ components. That does not prove that every build of tobii_stream_engine.dll requires the same runtime.
Repair the architecture used by the failing program:

- Search for Microsoft Visual C++ Redistributable.
- Select the matching x86 or x64 entry.
- Open its menu and select Modify.
- Choose Repair.
- Restart Windows and test the application.
If the program is 32-bit, repair the x86 package even on 64-bit Windows. If it is 64-bit, repair x64. Microsoft provides the current x86 and x64 Visual C++ v14 packages on its official download page. Install only the architecture required by the affected software unless its vendor specifically requests otherwise.
Do not uninstall older Visual C++ redistributables just because a newer package is installed. Different applications can use different runtime generations.
Step 6: Repair Windows components
DISM and System File Checker repair protected Windows components. They normally will not recreate a third-party Tobii DLL, so use this step after repairing the owning application and Tobii package.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the application again.
If SFC reports that it repaired files, retry the program. If it reports that it could not repair everything, restart and run the commands once more. Microsoft’s System File Checker and DISM guidance explains the supported repair process.

Repeatedly running SFC and DISM without knowing whether the application or driver changed can make troubleshooting harder. Step 7: Use System Restore only for a recent change
System Restore is reasonable when the error began immediately after a driver update, failed application update, or other known change.
- Press Windows + R.
- Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Continue only when you understand which applications and drivers may be changed.
- Select Finish and allow Windows to restart.
Do not use System Restore as the first response to a missing application DLL. Repairing the owning program is safer and more targeted.

Why regsvr32 will not normally fix this file
regsvr32 is for DLLs that expose a COM registration entry such as DllRegisterServer. It is not a general-purpose missing-DLL repair command.
There is no verified indication that tobii_stream_engine.dll is a COM server that needs registration. Running a command such as this will commonly produce an entry-point or registration error:
regsvr32 tobii_stream_engine.dll
It will not restore a deleted file, repair a missing dependency, correct an x86/x64 mismatch, or restart Tobii services. Microsoft’s regsvr32 documentation describes when the command applies.
Do not copy the DLL from a download site
A standalone DLL downloaded from an unfamiliar site may contain malware, belong to a different build, use the wrong architecture, or lack other files required by the application. Even an authentic file may not solve the problem if Windows is actually missing one of its dependencies.
Do not copy it into:
C:WindowsSystem32
C:WindowsSysWOW64
Those folders are not the normal installation location for this Tobii library. The safe sources are:

Manual copying is appropriate only when a developer has the exact official SDK build and places the vendor-supplied file beside the matching executable.

- The complete Windows error message
- The application and executable path
- The path of any existing
tobii_stream_engine.dll - Application and driver versions
- Windows 10 or Windows 11 version
- Whether the program is 32-bit or 64-bit
- Tobii device model
- Antivirus quarantine history
- Installer logs
- The related Application Error entry in Event Viewer
To open Event Viewer, press Windows + X, select Event Viewer, open Windows Logs > Application, and inspect errors recorded at the time of the failed launch.

Frequently asked questions
Is tobii_stream_engine.dll part of Windows?
No. It is a Tobii Stream Engine API library used by Tobii software and applications that integrate Tobii eye tracking.
Should I put it in System32 or SysWOW64?
Normally, no. Restore it to the directory of the application or SDK that owns it. The correct location and architecture come from that program’s installer.
Does the filename identify the game or program?
No. Several games, Tobii packages, OEM drivers, and developer applications can use the library. Find the failing executable and inspect its installation folder.
Do I need Tobii Experience or Tobii Core?
That depends on the eye-tracking device and Windows version. Use the package specified for your model. Core and Experience are not universal replacements for each other.
Does the DLL need registration?
Normally, no. regsvr32 is not a general repair tool and is not justified without evidence that this library is a COM server.

Check the application’s architecture, antivirus history, Tobii services, and dependencies. “Specified module could not be found” can describe a missing dependency rather than the visible DLL.
Are the public version numbers reliable replacement targets?
No. Public listings of versions such as 2.0.0.2233 and 1.2.0.1844 do not prove that either file matches your application. Use the copy supplied by the owning program or official SDK.
