Total War: SHOGUN 2 – Complete Edition is difficult to recommend at launch. The October 13, 2026 PC release adds substantial visual, accessibility and content upgrades, but players quickly reported severe bugs, weak AI and performance problems. SEGA and Creative Assembly temporarily removed it from sale on October 15 while investigating, making waiting the least risky choice for both returning players and newcomers.
What launched on October 13
Total War: SHOGUN 2 – Complete Edition is a 64-bit PC update from SEGA, Creative Assembly and development partner MATABOO. SEGA presented it as a definitive package combining the 2011 strategy game with its associated downloadable content.

- Improved lighting, shadows and textures.
- 1440p and 4K user-interface scaling.
- Modernized controls.
- Japanese and Chinese voice and text support.
- More than 50 newly playable minor factions.
- Integrated Mod.io support.
- Rise of the Samurai, Fall of the Samurai and other SHOGUN 2 downloadable content.
Those additions are meaningful, especially for players who want every campaign and faction in one package. The problem is that the launch experience reportedly undercut the technical reliability expected from an updated edition.

Old bugs and new technical failures
Within days, players described a mix of long-standing bugs and glitches introduced or exposed by the update. Reports included units ignoring orders, campaign performance problems, broken siege pathfinding, unreliable naval AI and multiplayer desynchronization.
#1 Best Overall
- New Real-time 3D Naval Warfare. Players control single ships or vast fleets with fully destructible sails as well as cannon and musket action, boarding raids and more. This is the complete naval combat experience.
- All-new Game Engine. With a newly created Windows XP-compatible DirectX 9 graphics engine, players will experience real-time seascapes, dynamic weather and a new advanced landscape and flora system.
- Episodic Campaign. Improves accessibility to the game by gradually introducing advanced features over time.
- Massive Scope. Over 30 in-game factions encompass all of the World's major powers including the United States of America.and dodge pursuers using the stylus.
- Brand New Multiplayer Modes. Players vie for a place at the top of the rankings and join leagues and ladders for even more gameplay challenges.
PC Gamer described a siege in which an enemy general stood at a wall for about 40 minutes, and reported that siege pathfinding and naval-AI problems remained. Dot Esports reported campaign-map frame rates of 30–40 frames per second on an RTX 5090, along with distorted unit-card artwork and changed mod behavior. These are coverage and player observations, not results from an independent, controlled benchmark, so they should not be treated as a universal performance measurement.
The disputed artwork and AI-upscaling allegation
Players compared new unit cards and other images with the originals from 2011. Some alleged that the remaster’s assets had been processed with an AI upscaler without adequate quality control, pointing to malformed hands and other visual artifacts. VGC reported examples of those defects.

- Rome Total War Complete Edition
The allegation remains unconfirmed. Creative Assembly had not stated that generative AI created the artwork, and Dot Esports explicitly reported that the studio had not confirmed whether generative AI was used. The accurate description is therefore alleged AI upscaling, not a proven claim that generative AI made the assets.

Why the game was pulled from Steam
On October 15, VGC reported that SEGA and Creative Assembly temporarily withdrew the Complete Edition, reinstated the original 2011 game and allowed existing Complete Edition owners to keep playing. Their statement said:
Rank #3
- Empire Total War Complete Edition
“We’re aware that Total War: Shogun 2 – Complete Edition has fallen short of both your expectations and our own standards. We’ve seen your feedback, comments, and reviews. We agree that the current experience is not where it needs to be.”
The companies said they were working with their development partner to identify the causes and deliver improvements that meet the quality standard players expect. No return date was given in the report, so availability and any future buying option can change without notice.
Rank #4
- Feel the thunderous clash of battle as the Roman war-machine takes to the field in real-time combat. Tens of thousands of men collide in bone-splintering detail that you directly control.
- All-new graphics engine - see exotic ancient cities and colossal armies rendered in incredible detail, while jaw-dropping cinematic battles unfold. New unit cameras allow you to see the battle from every perspective.
- Completely scalable experience, with performance optimized for your PC or laptop. Witness the awesome scale of Total War - Rome II, no matter what your spec.
Before the withdrawal, VGC recorded an Overwhelmingly Negative Steam rating: 19% of players recommended the game across more than 2,000 reviews. That is a time-sensitive snapshot of the launch period, not a permanent score.

If you already own SHOGUN 2
Waiting is the safer decision. The original remains the known technical baseline, while the Complete Edition’s reported advantages are primarily presentation, controls and bundled content. Unless the updated interface, higher-resolution scaling or newly playable factions are essential to you, there is little reason to accept unresolved launch problems immediately.

SEGA’s FAQ offered existing Steam owners a limited-time 75% discount, but the withdrawal makes the offer’s current availability uncertain. Check the live Steam listing and SEGA’s current support information before relying on that promotion.
If you are new to the series
The all-in-one DLC package and expanded faction roster could make the Complete Edition attractive after its technical issues are addressed. At launch, however, the combination of reported AI failures, performance complaints and uncertain availability makes an immediate purchase hard to justify. The original edition is the more predictable way to play while the investigation continues.
Quick Recap
What to check before purchasing later
- Confirm that the Complete Edition is officially back on sale.
- Read the latest patch notes for siege pathfinding, naval AI, unit-order reliability and multiplayer desynchronization.
- Look for clear information about the disputed unit-card artwork rather than assuming the AI-upscaling allegation has been proven.
- Verify whether your essential mods have Mod.io versions; Steam Workshop versions made for the original game will not work in the Complete Edition.
- Check current player feedback after patches, not only the launch-period rating.
