“tsmigplugin.dll was not found” errors

tsmigplugin.dll is a legitimate Microsoft Windows component called TS Migration Plugin. It belongs to the Windows migration infrastructure for the Terminal Services or Remote Desktop Services AppServer Licensing component.
It is not a normal game DLL, Visual C++ runtime, DirectX file, or .NET assembly. The expected location is:

Its connection to Remote Desktop is primarily migration and licensing related. It is not required by every ordinary Remote Desktop session.
Windows installation media can also contain the file under the corresponding sourcesreplacementmanifests directory. A genuine copy should be associated with Microsoft Windows and have a valid Microsoft digital signature.
The file has existed in different Windows releases and builds, including Windows 7, Windows 8, Windows 8.1, Windows 10, Windows 11, and Windows Server editions. The exact version, architecture, and file size depend on the installed build. Do not choose a replacement based only on a version number or size.

First check the file path and signature
Before repairing or removing anything, check whether the file exists where Windows expects it.
- Press Windows key + E.
- Paste this path into the address bar:

- Press Enter.
- Look for
tsmigplugin.dll. - Right-click it and select Properties.
- Open the Digital Signatures tab.
- Select the Microsoft signer and choose Details.
A genuine file should be in the migration-component directory and show a valid Microsoft signature. A file with the same name in a temporary folder, Downloads, a user profile, or an unrelated program directory deserves further investigation.
If the file is present but Windows still reports it as missing, do not immediately copy another version over it. The problem may be damaged component metadata, an invalid manifest, or broader system corruption.
What the different messages mean
The wording helps identify the failure, but it does not prove that the file itself is the only problem.
- “Was not found” or “missing” usually means the calling process could not locate the file in the expected component path.
- “Cannot be located” can indicate a missing file, broken migration manifest, or failed upgrade operation.
- “Cannot be loaded” means Windows found or attempted to load the component but could not use it. Corruption, incompatible servicing files, or dependencies may be involved.
- “Is corrupted” suggests damaged file contents or component-store corruption.
- An error only during Setup or an upgrade usually points toward the migration system, installation media, or a failed update rather than a normal application installation.
Fix 1: Install updates and restart
A servicing update may restore or replace related Terminal Services files.

- Open Start and select Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all applicable updates.
- Restart Windows, even if Windows Update does not immediately request it.
- Retry the setup, upgrade, or repair operation.
On Windows 7, Windows 8, Windows 8.1, and Windows Server, use the supported update mechanism available for that edition. These are legacy platforms, so old file versions documented for them should not be treated as current downloads.
Fix 2: Repair Windows with DISM and SFC
This is the most appropriate first repair when tsmigplugin.dll is missing from its expected directory or Windows reports component corruption.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
DISM repairs the Windows component store. It may take some time and can appear to pause. Do not close the window while it is working.
Run System File Checker
After DISM completes, run:
sfc /scannow
Wait until verification reaches 100 percent. Then restart the computer and retry the operation that produced the error.
A successful result may say that Windows Resource Protection found corrupt files and repaired them. If SFC says it found no integrity violations, the issue may be specific to Windows Setup, the migration manifest, or the installation source.
Repeating SFC without knowing what changed can make troubleshooting slow. It is optional, and it does not replace Windows Update or the official DISM and SFC process.
Fix 3: Use a matching repair source if DISM cannot find files
If DISM reports that source files could not be found, use Windows installation media that matches the installed system.
The media should match the:
- Windows edition
- Language
- Architecture
- Build or release family
Mount the ISO or insert the installation media, then note its drive letter. If it is drive X:, a repair command may look like this:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:X:sourcesinstall.wim /LimitAccess
The exact command depends on whether the media contains install.wim or install.esd, and which image index contains your edition. Do not assume that the example works unchanged for every ISO. Microsoft’s Windows image repair guidance explains how to identify the correct source.

Fix 4: Repair an upgrade that fails only during Setup
If Windows works normally and the error appears only during an upgrade, the installed operating system may not be the main problem. Windows Setup may be unable to process a migration replacement manifest.
First:
- Disconnect unnecessary external devices.
- Uninstall temporary system-cleaning or customization software.
- Install pending Windows updates.
- Restart.
- Run DISM and SFC as described above.
- Retry the upgrade.
On Windows 11, you may have this repair option:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings when the option is available.
If that option is unavailable, perform an in-place repair installation:

- Start Windows normally.
- Mount the ISO or open the media.
- Run
setup.exe. - Choose the option to keep personal files and apps.
- Continue through Setup.
Do not boot from the media if your goal is an in-place repair that preserves applications. Starting setup.exe from within Windows is the important distinction. Microsoft explains the process in its guide to reinstalling Windows with installation media.
Fix 5: Check antivirus quarantine
Antivirus software may have quarantined the file, either because of a detection or a false positive.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for a detection involving
tsmigplugin.dll. - Expand the entry and review its original path and detection details.
Do not restore the file automatically. First confirm that the original path was the expected Windows migration directory and that the file has a valid Microsoft signature. If the detection appears genuine, run a full or offline Microsoft Defender scan.
For a likely false positive, update Defender signatures and submit the file to Microsoft for analysis. Microsoft’s Protection history guidance explains why restoring quarantined items can be unsafe.
Fix 6: Check for malware or an impostor DLL
A file named tsmigplugin.dll is not automatically genuine.
Investigate if it is found in:
- A Downloads folder
- A temporary directory
- A browser cache
- A user profile
- A game or unrelated application folder
- A location with several suspicious DLLs
Do not replace a suspicious copy with another downloaded copy. Run Microsoft Defender, preferably with an offline scan if you suspect malware, and remove threats according to the scan results.

The expected migration-component path and Microsoft digital signature are more useful than the filename alone.
Do not install Visual C++, DirectX, or .NET for this error
Those runtimes are common causes of other DLL errors, but tsmigplugin.dll is a Windows migration component. Installing Visual C++, DirectX, or .NET is not an evidence-based first fix for this file.

The documented location is below the migwizreplacementmanifests hierarchy. System32 does not mean every Windows DLL belongs directly in that folder, and SysWOW64 is not a general-purpose destination for 32-bit files.
Does regsvr32 fix tsmigplugin.dll?
Usually, no.
Some public file metadata lists registration-related exports, but that does not mean users should register the file manually. tsmigplugin.dll is serviced as part of Windows migration infrastructure, not installed as an ordinary COM library.
Do not run regsvr32 as a generic response to this error. Manual registration can produce another error without repairing the component store, migration manifest, or upgrade source.
What about drivers?
Drivers are not a normal cause of a missing migration-manifest DLL. Check them only if the problem began after a major hardware, storage, or Windows upgrade issue.

Windows 11
Use Windows Update, DISM, SFC, and the Reinstall now recovery option when available. If the error is limited to an upgrade, an in-place repair using matching media is the next step.
Windows 10
Use Windows Update followed by DISM and SFC. If the repair source is missing, provide matching installation media. An in-place repair can preserve apps and files when Setup offers that choice.
Windows 8 and Windows 8.1
Use the supported update and recovery options for the installed edition. Do not use a Windows 7 or Windows 10 copy of the DLL. Architecture and build matching matter.

Windows 7 and Windows Server
Documented Windows 7 and Windows Server 2008 R2 versions are legacy servicing files, not current standalone downloads. Use the applicable updates, system repair tools, or matching installation media for the exact edition and architecture.
If the repair still fails
Collect this information before seeking further help:
- Windows edition and build
- Whether Windows is 32-bit or 64-bit
- The complete error text
- The full path where
tsmigplugin.dllwas expected or found - Whether the problem occurs during normal startup, Setup, or an upgrade
- Relevant Setup logs

If the problem began immediately after an update, Windows recovery options may include uninstalling that update or using System Restore where available. Persistent failures after DISM, SFC, updates, and an in-place repair can indicate disk errors, damaged servicing metadata, an unsupported Windows release, or broader system corruption.
FAQ
Is tsmigplugin.dll malware?
Not by itself. It is a legitimate Microsoft Windows component when found in the expected migration directory with a valid Microsoft signature. A copy in an unrelated folder should be investigated.
Is it a Remote Desktop file?
It is associated with the Terminal Services or Remote Desktop Services AppServer Licensing migration component. It is not a file that every ordinary Remote Desktop session must load.
Should I download tsmigplugin.dll?
No. Random DLL downloads can contain malware, use the wrong architecture, or fail to match your Windows build. Use Windows Update, DISM, SFC, matching installation media, or an in-place repair instead.
Should I copy it into SysWOW64?
No. The documented location is under System32migwizreplacementmanifests, and 32-bit and 64-bit Windows components are not interchangeable.
Can reinstalling an application fix it?
Only if the error is being misreported by a third-party program or the file was bundled with that program. For the documented tsmigplugin.dll Windows component, repairing Windows is the appropriate path rather than reinstalling unrelated applications.
