“The program can’t start because uilib71.dll is missing from your computer.”

uilib71.dll is an application file associated with UILib and ImTOO Software Studio. It is commonly found with older ImTOO and Xilisoft DVD, video, and media applications, not with Windows itself.

Which fix applies to you

Use this list to start in the right place:

  • The error names an ImTOO or Xilisoft program: Repair or reinstall that exact application first.
  • The program worked until a recent antivirus scan: Check Windows Security Protection History for quarantine activity.
  • The DLL exists, but the error says “specified module could not be found”: A dependency may be missing. Reinstall the complete application rather than copying another DLL.
  • The error began after a system change: Try System Restore after confirming the application path.
  • Several unrelated programs are failing: Repair Windows components with DISM and SFC.
  • The error says “not designed to run on Windows” or shows 0xc000007b: Suspect an architecture or dependency mismatch and reinstall the complete application.
  • You found uilib71.dll in a temporary or download folder: Treat it as suspicious until its origin and location are verified.

Do not begin by downloading the file from a random DLL website or placing it in System32.

What is uilib71.dll?

uilib71.dll is described as UILib, an application-private user-interface library developed by ImTOO Software Studio. It appears in older products including ImTOO DVD Creator, ImTOO DVD Audio Ripper, ImTOO DVD Ripper, ImTOO DVD Copy Express, and Xilisoft DVD Ripper.

It is not:

  • A Windows system DLL
  • A Microsoft runtime
  • A graphics driver
  • A DirectX component
  • A standard file that belongs in C:WindowsSystem32
  • A file that Windows Update normally installs

The exact product cannot be determined from the DLL name alone. Several older ImTOO and Xilisoft programs used similarly named components, and a file from one product version may not work with another.

Public file catalogues report different architecture information for this file. One commonly circulated entry describes a Win32 build, while another labels a copy as x64. Treat the architecture as unverified unless you inspect the actual binary or obtain it through the original application installer.

Fix 1: Identify and repair the application

This is the safest and most likely solution because the DLL normally belongs beside the executable that loads it.

Find the affected program

If the error appears in a dialog, note the application name in the title bar. If it appears after clicking a shortcut:

  1. Right-click the shortcut.
  2. Select Properties.
  3. Read the Target field.
  4. Note the executable path and application name.
  5. Select Open File Location if that button is available.

Look for an installation path containing names such as:

  • ImTOO
  • Xilisoft
  • DVD Ripper
  • DVD Creator
  • DVD Copy
  • DVD Audio Ripper

The error may also come from a shortcut, scheduled task, or startup entry pointing to an old installation. Confirm the executable before repairing anything.

Repair through Windows Settings

  1. Press Windows + I.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for the affected ImTOO or Xilisoft product.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options if available.
  7. Select Repair.
  8. Restart Windows.
  9. Launch the application again.

If the program opens without the error, the repair restored the application files successfully.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Many older desktop programs do not provide an Advanced options repair button. Use Control Panel instead:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the ImTOO or Xilisoft application.
  5. Choose Repair or Change if offered.
  6. Follow the installer prompts.
  7. Restart the computer and test the original shortcut.

If Repair is unavailable or the error remains, continue with a complete reinstall.

Fix 2: Reinstall the exact ImTOO or Xilisoft product

A reinstall is preferable to replacing only uilib71.dll because the program may also need other files, registry entries, configuration data, or dependencies.

Before uninstalling, preserve any license key, activation information, custom output folders, or project files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings > Apps > Installed apps.
  2. Locate the exact product named in the error.
  3. Select the three-dot menu.
  4. Choose Uninstall.
  5. Restart Windows when prompted.
  6. Obtain the installer from the official ImTOO source, original installation media, or a verified backup.
  7. Right-click the installer and choose Run as administrator.
  8. Install the same product and edition that originally produced the error.
  9. Launch the program from its newly installed shortcut.

If the program is listed only in Control Panel:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the application.
  5. Choose Uninstall.
  6. Restart Windows.
  7. Run the trusted installer again.

Do not substitute a DLL from another ImTOO or Xilisoft product. Similar applications may use different builds or dependencies.

If no official installer or trustworthy backup exists, contact ImTOO through its official support channel or replace the obsolete application. There is no verified official standalone uilib71.dll package that should be treated as an independent Windows download.

Fix 3: Check Windows Security quarantine

Antivirus quarantine is a plausible cause when the application worked normally and the error appeared immediately after a security scan or update.

  1. Open the Start menu.
  2. Search for Windows Security.
  3. Open it.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Review entries created around the time the error began.
  7. Expand any entry that refers to the application folder or uilib71.dll.

Do not restore the file solely because the application needs it. Restore it only when all of these conditions are true:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • It was located in the legitimate ImTOO or Xilisoft installation folder.
  • The application came from the vendor, original media, or a known-good backup.
  • The file was not downloaded separately.
  • A current security scan finds no broader infection.

The safer approach is to reinstall the complete application from a trusted installer. Scan the installer before running it, then scan the installed folder if the error returns.

If Windows Security quarantines the replacement again, do not repeatedly approve it. The file may be modified, incompatible, or genuinely unsafe.

Fix 4: Check whether a dependency is missing

A message such as “Error loading uilib71.dll” or “The specified module could not be found” does not prove that uilib71.dll itself is absent. Windows may be unable to load a dependency required by that DLL.

First, check whether the file exists in the application directory. Do not use a random copy to test this. If the file is present and the error remains, reinstall the complete application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no verified evidence that installing Visual C++ Redistributable, DirectX, or .NET directly installs uilib71.dll. These components should be installed only when the application’s installer, documentation, or a reliable diagnostic identifies them as required.

You can check Windows optional components, but this is not the primary repair:

  1. Open Settings.
  2. Select Apps.
  3. Select Optional features.
  4. Choose More Windows features.
  5. Review enabled features.
  6. Do not enable unrelated features simply because a DLL error appears.

Avoid downloading individual runtime DLLs. If an installer includes a required runtime, use the installer’s copy or obtain that runtime from Microsoft.

Fix 5: Check 32-bit and 64-bit compatibility

Older ImTOO and Xilisoft applications are commonly legacy programs. The application may be 32-bit even when Windows is 64-bit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

On 64-bit Windows, 32-bit applications run through the WOW64 compatibility layer. Their application DLLs should normally remain in the application’s own folder. System32 and SysWOW64 are architecture-sensitive Windows directories, not general-purpose storage locations for third-party files.

Do not:

  • Copy the file into both C:WindowsSystem32 and C:WindowsSysWOW64
  • Copy a 32-bit file into a 64-bit application directory
  • Copy an x64 file into a 32-bit application directory
  • Replace an existing file without preserving the original
  • Use a catalogue’s architecture label as proof that the file is correct

An error saying “This application was unable to start correctly,” “not designed to run on Windows,” or 0xc000007b often indicates an invalid binary format or dependency mismatch. Reinstall the complete application and allow its installer to place matching files.

Fix 6: Update or reinstall related drivers only when evidence points there

A display, disc, or chipset driver is not the normal source of uilib71.dll. Driver work becomes relevant only if the application also crashes during video playback, DVD access, hardware detection, or graphics initialization.

To check drivers manually:

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters, DVD/CD-ROM drives, or Sound, video and game controllers.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

If the problem began immediately after a driver update:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Device Manager.
  2. Right-click the device.
  3. Select Properties.
  4. Open the Driver tab.
  5. Choose Roll Back Driver if available.
  6. Restart and test the application.

Manually identifying the correct driver can mean hunting through device IDs and vendor packages, then repeating the process for several devices. Outbyte Driver Updater can scan for outdated drivers and show what needs attention; its full version performs the driver installation, but reinstalling the ImTOO or Xilisoft application remains the definitive fix for this DLL.

Do not install drivers merely to solve a missing application file when the application installer is damaged.

Fix 7: Repair Windows components with DISM and SFC

Use this step when several unrelated applications are failing, Windows reports broader corruption, or system files are behaving abnormally. DISM and SFC do not normally recreate a third-party ImTOO DLL.

Run DISM first

  1. Open the Start menu.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Choose Yes at the User Account Control prompt.
  6. Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the command to finish.
  2. Restart Windows.

Run System File Checker

Open an elevated Command Prompt again and run:

sfc /scannow

Wait until verification reaches 100 percent, then restart the computer and test the application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If SFC reports that it repaired files, test Windows and the affected program again. If it reports that some files could not be repaired, repeat the process after DISM has completed successfully, then reinstall the ImTOO or Xilisoft application.

Manually repeating SFC and DISM can be tedious when you do not know which component changed. Outbyte PC Repair can scan for issues and show what needs attention; its full version performs the repair, but it is optional and does not replace reinstalling the application that owns uilib71.dll.

Fix 8: Use System Restore after a recent change

Use System Restore only when the error began after a clearly identifiable software installation, driver update, or system configuration change.

  1. Press Windows + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select Next.
  5. Choose a restore point dated before the error began.
  6. Select Scan for affected programs if available.
  7. Confirm the restore point.
  8. Select Finish.

System Restore can roll back system files, registry settings, and installed programs. It does not normally delete personal documents, but review the affected-program list before continuing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error remains after the restore, reinstall the affected application.

What not to do

Do not copy uilib71.dll into System32

Windows generally searches an application’s own directory before system locations for ordinary desktop applications. Putting a third-party DLL in a global directory can cause version conflicts and expose other programs to an incorrect file.

Do not use regsvr32 by default

regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer, commonly COM or ActiveX components. There is no reliable evidence that uilib71.dll is a self-registering COM DLL.

These commands are therefore not recommended:

regsvr32 uilib71.dll
regsvr32 /i uilib71.dll
regsvr32 /u uilib71.dll

A “module failed to load” or “entry point not found” response does not repair the application. It may simply introduce another misleading error.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not use random DLL download sites

A separately downloaded DLL may contain malware, be the wrong product version, have the wrong architecture, or require dependencies that are still missing. It can also create DLL search-order risks if placed in a directory where another program can load it.

The safe sources are the original ImTOO or Xilisoft installer, original installation media, a verified backup, or a vendor-supplied repair package.

If reinstalling still does not work

Check these possibilities in order:

  1. Wrong product: Confirm that you reinstalled the exact application and edition named by the shortcut.
  2. Second installation: Search installed drives for duplicate ImTOO or Xilisoft folders.
  3. Wrong executable: Right-click the shortcut and select Open file location.
  4. Quarantine recurrence: Review Windows Security Protection History again.
  5. Missing dependency: If uilib71.dll exists, the failure may involve another library.
  6. Damaged installer: Obtain a fresh installer from a trusted official source or backup.
  7. Old software compatibility: The application may no longer function correctly in the current Windows environment.
  8. Profile-specific problem: Test the application from a new local Windows user account.
  9. Startup entry: Remove or disable a leftover shortcut, scheduled task, or startup item that points to an old installation.

If the file is found in a temporary folder, download directory, email attachment location, or unrelated writable directory, run a full Windows Security scan. A matching filename alone does not establish legitimacy.

FAQ

Is uilib71.dll a Windows file?

No. It is associated with UILib and older ImTOO and Xilisoft multimedia applications. It should normally be restored through the application that needs it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which program is requesting uilib71.dll?

The DLL name alone cannot identify the exact program. Check the error dialog, shortcut target, executable location, and installed applications.

Should I install Visual C++, DirectX, or .NET?

Not automatically. There is no verified evidence that these components directly install uilib71.dll. Reinstall the complete application first and install a runtime only when reliable application evidence identifies it as a dependency.

Is uilib71.dll 32-bit or 64-bit?

Public catalogues conflict. Product context suggests it is commonly used by a legacy application, but the architecture should be verified from the actual binary or installer.

Can I register it with regsvr32?

Usually not. regsvr32 is for self-registering DLLs, and there is no reliable evidence that this application library requires registration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is the file malware?

Not necessarily. The file has a legitimate association with ImTOO Software Studio, but location and provenance matter. A copy in an unexpected folder should be scanned and investigated.

What is the safest permanent fix?

Repair or reinstall the exact ImTOO or Xilisoft application using a trusted installer. Avoid standalone DLL downloads and global system-directory copying.
