Valve’s ARM64 Proton Work Is Real—but It’s Really a Proton-and-FEX Stack

Valve is genuinely developing and distributing ARM64 support for Proton, but the phrase “ARM64 Proton” is easy to misunderstand. Valve’s Proton repository documents ARM64 builds, and Proton 11 beta releases include ARM64-specific FEX and ARM64EC work. Valve’s official Steam Frame documentation describes the intended result as a combined Proton plus FEX stack for running Windows x86 games on Arm64 SteamOS hardware.

That is meaningful progress, especially for Steam Frame and future Arm-based gaming devices. It is not proof that every ARM64 Linux computer can now run the Steam catalog reliably, nor confirmation that an ARM-based Steam Deck or universal Steam-on-ARM client is imminent.

What Valve has actually released

The strongest public evidence comes from Valve’s own Proton repository and release history. The repository documents an ARM64 build target using:

../proton/configure.sh --target-arch=arm64

Valve’s instructions say that building for ARM64 requires an ARM64 build machine. They also warn that the resulting ARM64 Proton builds cannot be used in an x86 Steam client running through FEX. That is more substantial than an informal community patch: Proton’s build and deployment model now explicitly accounts for ARM64 as a target architecture.

The public release notes provide additional evidence. Proton 11 beta added FEX-2604 for ARM64EC builds, and a later ARM64-only beta update upgraded FEX to version 2605. Those releases also included broader Proton updates, including a Wine 11 rebase and changes to DXVK and VKD3D-Proton.

“Released” still needs qualification. These are experimental or beta components, not a declaration that ARM64 Proton has reached the same broad, mature compatibility level as Proton on conventional x86-64 Linux hardware.

Proton does not do the whole job

Proton is Valve’s Steam-integrated compatibility tool for running Windows games on Linux. It is based on Wine and supplies Windows API compatibility, while integrating graphics components used by modern games.

  • Wine and Proton: implement Windows APIs and runtime behavior on Linux.
  • DXVK: translates DirectX 9, 10 and 11 graphics calls to Vulkan.
  • VKD3D-Proton: translates DirectX 12 to Vulkan.
  • FEX: translates x86 and x86-64 CPU instructions into Arm64 instructions.

That last distinction is central. Proton alone is not a complete x86-to-ARM emulator. On an Arm64 system running a Windows x86 game, the practical architecture looks like this:

Windows game binary
        ↓
FEX: x86/x86-64 instructions → Arm64 instructions
        ↓
Proton/Wine: Windows APIs → Linux-compatible implementations
        ↓
DXVK/VKD3D-Proton: DirectX → Vulkan
        ↓
Arm64 Linux/SteamOS graphics stack

Valve’s Steam Frame compatibility documentation says FEX translates both 32-bit and 64-bit x86 code to Arm64 instructions. It also describes code caching intended to reduce translation overhead and stutter, while graphics calls can be forwarded to native host libraries.

So “ARM64 Proton compatibility layer” is directionally accurate, but incomplete. The more precise description is an ARM64 Proton build working alongside FEX, with DXVK or VKD3D-Proton handling graphics translation where needed.

Why Steam Frame matters

Steam Frame gives Valve’s ARM64 work a concrete product rationale. Valve describes Steam Frame as a Linux-based SteamOS device using a Qualcomm Snapdragon 8 Gen 3 Arm64 processor. Its stated approach is to run the Windows x86 version of most games through Proton and FEX rather than require developers to maintain a separate Arm-native build.

The graphics path is also important. Valve identifies Vulkan as Steam Frame’s native graphics API and says FEX can use native host graphics libraries. This avoids treating the entire system as a conventional software-emulated PC and gives the platform a route to reuse the existing Windows Steam catalog.

For Valve, that could support smaller, cooler or more power-efficient hardware while preserving access to games that were never compiled for ARM64 Linux. For developers, it potentially reduces pressure to create and maintain a separate Linux ARM64 port.

Valve’s documentation does not establish that this work is primarily aimed at Apple Silicon laptops, Raspberry Pi boards or every ARM64 desktop distribution. The clearest confirmed target is Arm64 SteamOS hardware, especially Steam Frame.

What ARM64EC means here

ARM64EC is a Windows architecture designed to let Arm-native and x86-compatible components coexist. Proton’s public release notes specifically mention FEX for ARM64EC builds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That does not mean Proton is simply “emulating ARM64EC.” A safer interpretation is that Valve is developing ARM64 and ARM64EC-related Wine/Proton builds, incorporating FEX components for compatibility scenarios involving x86 software on Arm hardware. The exact division of responsibility depends on the operating-system, runtime and application components involved.

Can ARM64 Linux users run Steam games today?

Some may, but this is not a plug-and-play promise for the entire Steam catalog. The existence of an ARM64 Proton build does not automatically provide a native ARM64 Steam client, a complete Steam runtime for every distribution, compatible graphics drivers or game-specific fixes.

Advanced users can study Valve’s build process. The repository describes a workflow broadly like this:

This is a developer and advanced-user path, not a guaranteed recipe for running commercial games. It builds Proton; it does not resolve the separate problems of Steam integration, FEX configuration, graphics drivers, anti-cheat, launchers, DRM or game-specific bugs.

The compatibility problems that remain

Anti-cheat

Anti-cheat support is not automatically inherited from Proton on x86-64. Valve’s Steamworks documentation says systems such as Easy Anti-Cheat and BattlEye require developer-side configuration for Proton support.

A game that works under Proton on an x86-64 Linux PC may still fail on ARM64. Kernel-level or architecture-sensitive anti-cheat, third-party launchers and DRM can introduce additional restrictions.

Vulkan drivers

The quality of the ARM64 graphics stack may matter as much as Proton itself. Steam Frame is designed around Vulkan, and FEX relies on native host graphics libraries for the graphics path. An incomplete or unstable Vulkan driver can prevent games from working even when CPU translation is functional.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“ARM64” is therefore not one compatibility category. Snapdragon hardware, Apple Silicon under Asahi Linux and Raspberry Pi systems have different GPUs, kernels, drivers, memory limits and platform integration.

Page-size assumptions

Proton issue #7553 documents a potential 4 KB-versus-16 KB page-size concern for FEX on some ARM64 systems, including possible implications for projects such as Asahi Linux and future Raspberry Pi configurations.

  • 512 GB NVMe SSD: Fast storage for quicker game load times and space for larger game libraries.
  • OLED Display: 1200x800 resolution with deep contrasts and vibrant colors for a captivating visual experience.
  • Custom AMD APU: Power-efficient Zen 2 CPU and RDNA 2 GPU for desktop-level gaming performance.
  • Expandable Storage: Add more space with a microSD card slot, ensuring you can bring even more games with you.
  • Versatile Controls: With built-in thumbsticks, trackpads, and touchscreen controls, you have full control over your gaming experience.

This is a compatibility risk, not proof that every system using 16 KB pages will fail. It illustrates why an ARM64 device can meet the architecture requirement in general while still encountering low-level problems in the translation stack.

Performance variability

Running an x86 game through CPU translation and Windows compatibility layers can add overhead. FEX uses translation caching to reduce the cost, but performance will vary by game, processor, graphics driver, shader workload and the amount of CPU code that must be translated.

Shader compilation, launchers, middleware, codecs and unusual CPU instructions can expose additional problems. There is no evidence here for universal performance parity with x86-64 SteamOS hardware.

Who benefits first?

Steam Frame owners

They are the clearest audience. Valve directly connects Steam Frame’s Arm64 processor and SteamOS environment with Proton, FEX and Vulkan in its official documentation.

Snapdragon Linux users

Users with Snapdragon-based Linux systems may eventually benefit, assuming they have a compatible Steam environment, a working kernel and mature Vulkan drivers. Hardware-specific support remains decisive.

Apple Silicon Linux users

Asahi Linux and related projects could benefit from ARM64 compatibility work, but no blanket compatibility claim is justified. Apple’s GPU, driver model, page-size configuration and platform integration create a different technical environment from Steam Frame.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Raspberry Pi and ARM single-board computers

These systems are useful for experimentation, but modern AAA gaming is constrained by CPU performance, GPU capability, memory bandwidth, drivers, storage and anti-cheat. ARM64 support in Proton does not turn every single-board computer into a practical Steam gaming machine.

  • The Steam Deck is outfitted with a 7-inch touchscreen, and two trackpads under the control sticks that allow gamers to operate games never designed outside of mouse and keyboard capabilities.

Game developers

The main potential benefit is avoiding a mandatory separate ARM64 Linux build. Valve’s Steam Frame documentation argues that developers are generally better served by maintaining one strong version and allowing compatibility layers to handle other architectures where possible.

Most x86-64 Linux gamers

There is no immediate reason to replace working x86-64 hardware. x86-64 remains the lower-risk choice for broad Proton compatibility while Valve’s ARM64 stack continues to mature.

What this does not prove

  • It does not announce an ARM-based Steam Deck.
  • It does not confirm Steam for Android.
  • It does not establish an imminent universal ARM64 desktop Steam client.
  • It does not mean every Windows game will run on every ARM64 Linux device.
  • It does not establish performance parity with x86-64 systems.
  • It does not confirm Steam Frame pricing, retail availability or a general-release timetable.

Valve has separately discussed investigating a broader Arm-based gaming future, as reported by PC Gamer. That context supports the idea that the work could have wider significance, but it should not be confused with a confirmed product announcement.

How this compares with alternatives

A native ARM64 game build is usually the cleaner technical solution when available: it avoids x86 CPU translation and can improve efficiency. The drawback is that native ports remain limited and may differ in features, mods or Steamworks support.

Community tools such as Box64 and Box86 provide other x86-on-ARM approaches, but they are not Valve-supported replacements for the Proton/FEX stack. Cloud gaming and Steam Remote Play avoid local ARM64 compatibility problems entirely, at the cost of latency, bandwidth and dependence on another host. Windows on Arm is another route, but it has its own driver and anti-cheat limitations and does not provide the same Linux integration.

The bottom line

Valve’s ARM64 Proton work is substantially real. The repository has an ARM64 build path, public beta releases include ARM64-specific FEX and ARM64EC changes, and Valve has documented a Proton-plus-FEX design for Arm64 SteamOS hardware.

The important correction is that this is not “Proton alone making every Linux game run on ARM.” FEX translates the game’s x86 instructions; Proton handles Windows compatibility; DXVK and VKD3D-Proton translate graphics APIs; and the device’s Linux kernel and Vulkan drivers must make the whole stack work.

For Steam Frame, the development is a concrete platform strategy. For Apple Silicon, Snapdragon Linux and Raspberry Pi users, it is promising but experimental. Anyone choosing hardware today for the broadest Steam compatibility should still treat established x86-64 SteamOS hardware as the safer option.
