Virginia Public Utilities (VPU) says it plans to end its district steam heating system no later than October 31, 2026. As of October 7, that date is 24 days away. If your business may be connected, contact VPU now with the service address to confirm whether it is affected, what work remains, and whether the schedule or assistance terms have changed.
First, confirm whether your property is affected
“Virginia” in this notice is Virginia, Minnesota. VPU has described the system’s remaining customers as primarily in and around the downtown business district, but its public materials do not establish a definitive current list of affected parcels or accounts. A downtown address alone is not enough to confirm service status.
Call VPU at 218-748-7540 or visit its office at 618 Second Street South, Virginia, MN 55792. Have the service address and account details ready. Ask whether the property receives district steam, whether VPU has recorded a completed conversion or final inspection, and what actions and deadlines still apply to that account.
VPU’s forms page is the place to check for the current conversion packets, loan application, business assistance applications, contractor list, and flyer. Funding, eligibility, contractor availability, and installation scheduling can change, so confirm them directly with VPU and the City Engineering Office before signing a construction contract.

What businesses need to do before the deadline
- Contact VPU immediately. Verify the property’s status and request the current application and assistance requirements.
- Arrange a site assessment and estimates. Ask a qualified contractor to assess the building and determine what system and utility work it needs. VPU’s materials call for two qualified contractor estimates for utility financing.
- Choose a conversion route and apply. VPU’s materials describe natural-gas and electric conversions. Submit the applicable applications and assistance paperwork, and confirm eligibility and available funds before relying on support in your budget.
- Coordinate contractor, utility, and City work. Permits, service changes, utility scheduling, installation, testing, and inspections all need to fit the remaining schedule. Ask VPU and the contractor which tasks are outstanding and who is responsible for arranging each one.
- Complete VPU’s steam shutoff and final inspection. VPU says monthly steam service fees end after its final inspection, not merely when new equipment is installed.
Natural gas and electric conversions: what differs
There is no universal cost or performance winner in VPU’s materials. The suitable route depends on the building, existing services, contractor assessment, required utility work, and confirmed funding. Use the comparison to identify questions for the contractor and VPU, not as a substitute for a site-specific plan.

Assistance: verify current terms before budgeting
VPU’s March 2024 customer notice described several forms of support for affected customers: steam disconnection at no charge, natural-gas service to the property, a free electric service upgrade if needed, and a choice between a 0% loan or a rebate equal to 75% of the customer’s 2023 steam costs. That notice said loans could cover installation of a new heat source and asbestos removal, required two estimates from qualified contractors, and allowed up to ten years for repayment.

VPU’s current conversion page describes a $600,000 loan cap and says grant assistance may be available to affected businesses. The cap should not be read as the amount available to each individual business. Confirm the cap’s application to your property, current loan terms, eligibility, remaining funds, and any grant’s administrator and application timing directly with VPU before committing to expenses. VPU’s electric packet describes a 0% loan with a term of up to ten years and monthly or assessed payments; verify that those terms still apply to your application.

The figures below come from VPU’s January 2025 year-one update. They are a dated snapshot, not a count of current applications, completed conversions, remaining customers, or available assistance in October 2026.

Separately, VPU’s steam-system page gives historical context: the system had roughly 300 customers, primarily in and around downtown, effective November 1, 2021, compared with roughly 1,800 in 2007. Those figures are not a current customer count.

VPU’s January 2025 newsletter warned that conversions require coordination among customers, contractors, the utility, and the City of Virginia, and said it did not want customers “left out in the cold” at the deadline. A conversion is more than equipment installation: the route may involve service applications, permits, utility work, testing, and inspections. With the stated cutoff close, get VPU’s current status for your specific address and have the contractor identify every outstanding step and scheduling dependency.
