The file does not belong to Windows. It is installed by the VPN Gate Client Plug-in for SoftEther VPN, associated with VPN Gate Software and developed by the University of Tsukuba. The safest repair is to reinstall the official SoftEther VPN Client + VPN Gate Client Plug-in package.

The _x86 suffix identifies the 32-bit plug-in. A matching installation may also contain VpnGatePlugin_x64.dll for the 64-bit SoftEther executable.
You will commonly find both files beside vpnclient.exe and vpnclient_x64.exe, often in:

The exact installation path can differ if SoftEther was installed elsewhere. The important point is that the plug-in DLLs should be in the SoftEther VPN Client directory, alongside the client executables.
Errors this repair addresses
Windows may display one of these standard loader messages:
VpnGatePlugin_x86.dll was not foundThe code execution cannot proceed because VpnGatePlugin_x86.dll was not found. Reinstalling the program may fix this problem.The program can't start because VpnGatePlugin_x86.dll is missing from your computer.VpnGatePlugin_x86.dll could not be loadedVpnGatePlugin_x86.dll is either not designed to run on Windows or it contains an error.The specified module could not be found.
The last message does not always mean the named DLL is absent. Windows can show it when a dependency required by the plug-in is missing or unusable.
These errors commonly follow an incomplete update, a partial reinstall, antivirus quarantine, interrupted ZIP extraction, disk cleanup, or installation of ordinary SoftEther VPN Client without the VPN Gate plug-in.

This is the most reliable fix when the file is absent, corrupted, or mismatched with the client.
1. Close SoftEther completely
- Close SoftEther VPN Client and any VPN Gate windows.
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Processes.
- End any remaining processes named
vpnclient.exe,vpnclient_x64.exe, or clearly related SoftEther processes. - Press Win + R, type
services.msc, and press Enter. - Find SoftEther VPN Client.
- Right-click it and select Stop.
If Windows says the service is already stopped, continue.
2. Download the correct package
Use the official VPN Gate download page and select the package labelled SoftEther VPN Client + VPN Gate Client Plug-in. Do not choose only the standalone SoftEther VPN Client if you need the VPN Gate server list.
The package name and build change over time. Download the complete ZIP from the official VPN Gate source rather than searching for VpnGatePlugin_x86.dll separately.

3. Extract and run the installer
- Open File Explorer and go to your Downloads folder.
- Right-click the downloaded ZIP file.
- Select Extract All.
- Extract it to a temporary folder such as your desktop.
- Open the extracted folder.
- Run the setup program whose name begins with
vpngate-client-. - Approve the User Account Control prompt.
- Follow the installation wizard.
- If the installer offers repair or replacement of the existing installation, accept it.
- Restart Windows when the installation finishes.
The official installation process expects the ZIP to be extracted before you run its setup program. Running an installer directly from inside a compressed archive can cause incomplete installation behavior.
4. Check the installed files
After restarting:
- Open File Explorer.
- Browse to the SoftEther VPN Client installation folder.
- Confirm that it contains:
VpnGatePlugin_x86.dllVpnGatePlugin_x64.dllvpnclient.exevpnclient_x64.exe, if included by that installation- Start SoftEther VPN Client.
- Open the VPN Gate server list and test the connection.
If the DLLs are present and the client starts normally, the repair is complete. If the same error returns immediately, continue with the antivirus and architecture checks below.
Fix 2: Check Windows Security quarantine
Windows Security or another antivirus product may have removed the DLL during installation or an update. VPN software can trigger warnings because it installs services and network components, but you should not automatically trust or allow a quarantined file.
Check Microsoft Defender
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving SoftEther, VPN Gate, or
VpnGatePlugin_x86.dll. - Open the entry and review its location and detection details.
Restore or allow the file only when all of these are true:

- The file came from the complete official VPN Gate package.
- The detected path is the SoftEther installation directory.
- You have confirmed that the package was downloaded from the official source.
- Your security product identifies the detection as a false positive or otherwise gives you a reason to trust the file.
If the alert remains unclear, do not restore the quarantined copy. Remove the incomplete installation, download a fresh official package, and scan it before running the installer.
After reinstalling, check that your antivirus is not immediately deleting either plug-in DLL. If it does, contact the security product vendor or use the vendor’s documented false-positive reporting process. Do not disable protection just to make the error disappear.
Fix 3: Match the x86 and x64 files
A 32-bit DLL cannot simply replace a 64-bit DLL, and renaming one architecture to look like the other does not convert it.
The expected pairing is:
vpnclient.exewithVpnGatePlugin_x86.dllvpnclient_x64.exewithVpnGatePlugin_x64.dll
A client update that replaces only the executable can leave older plug-in files behind. That produces load failures or version-mismatch errors even though the DLL appears to exist.

Do not copy VpnGatePlugin_x64.dll over the x86 file. Do not rename either file. Reinstall both files from the same complete VPN Gate package so their versions and architectures match.
If the installation folder contains only the regular SoftEther client files and no VPN Gate plug-in files, install the VPN Gate-enabled package rather than trying to repair the DLL manually.
Fix 4: Check whether a dependency is missing
If both plug-in files are present but Windows reports that the specified module could not be found, the missing item may be a dependency.
First, reinstall the complete official package as described above. This restores the application files and any components supplied by the installer.
Do not assume that installing Visual C++, DirectX, or .NET will fix this particular plug-in. There is no evidence that these runtimes are a normal prerequisite for repairing VpnGatePlugin_x86.dll. Install a runtime only if the SoftEther installer or a specific Windows error explicitly identifies it.
You can also check the installation path:
- Right-click the SoftEther shortcut.
- Select Properties.
- Read the path shown in Target.
- Open that folder in File Explorer.
- Confirm that the shortcut and the DLLs refer to the same installation.
If the program was migrated from another computer, extracted to a removable drive, or installed in a redirected or damaged folder, uninstall it normally and reinstall it to a normal local path.
Fix 5: Repair related network components and drivers
This DLL is an application plug-in, not a Windows network driver. Device Manager will not normally restore it. However, if SoftEther also reports broken virtual adapters or the VPN connection fails after the DLL issue is repaired, check the related network devices.
- Right-click Start and select Device Manager.
- Expand Network adapters.
- Look for a warning icon or a disabled SoftEther-related adapter.
- Right-click the affected adapter and choose Enable device if it is disabled.
- Choose Update driver if Windows identifies a driver problem.
- If the adapter is clearly corrupt, choose Uninstall device, restart Windows, and reinstall SoftEther from its official package.
Do not uninstall unrelated physical network adapters unless you are troubleshooting a separate network problem.

Reinstalling the VPN Gate-enabled SoftEther package remains the definitive fix for this specific DLL.
Fix 6: Use DISM and SFC only for broader Windows damage
System File Checker and DISM repair protected Windows components. They do not normally restore VpnGatePlugin_x86.dll, because this is a third-party application file.
Use them when Windows has other symptoms, such as failed installers, broken Windows Update, or multiple unrelated system components reporting errors.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Run the complete VPN Gate package installer again.
DISM repairs the Windows component store, while SFC checks protected Windows system files. Neither command is a substitute for reinstalling the VPN Gate plug-in.

Do not enable random Windows components as a general DLL remedy. If the SoftEther installer specifically reports that a Windows feature is required:
- Press Win + R.
- Type
optionalfeatures. - Press Enter.
- Select the feature named by the installer.
- Click OK.
- Restart Windows if prompted.
- Run the official VPN Gate installer again.
If no feature is identified, close the dialog. Enabling .NET or other optional components without an application-specific request is unlikely to restore this plug-in.
What not to do
Do not download the DLL separately
Random DLL download sites can provide malware, the wrong build, or the wrong architecture. An isolated file may also leave the client and plug-in versions mismatched, so copying it does not address the underlying installation problem.

Do not copy it to System32
VpnGatePlugin_x86.dll belongs in the SoftEther VPN Client directory. Copying it to C:WindowsSystem32 can hide the real problem and make it harder to identify which application owns the file.

Do not use regsvr32 as a routine fix
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer, commonly used by COM or ActiveX components. There is no established reason to register this VPN Gate plug-in that way.
Running commands such as these is therefore not a normal repair:
regsvr32 VpnGatePlugin_x86.dll
If registration fails, that does not prove the DLL is corrupt. Reinstall the complete matching package instead.
Do not substitute x64 for x86
The architecture is part of the filename for a reason. Keep the 32-bit plug-in with the 32-bit client and the 64-bit plug-in with the 64-bit client.
Verification checklist
The repair is successful when:
- SoftEther VPN Client starts without the DLL message.
- Both plug-in DLLs are present in the client directory.
- The files came from one official VPN Gate package.
- Antivirus has not quarantined them again.
- The VPN Gate server list loads.
- The client and plug-in architecture pairing is intact.
If the problem remains, check Event Viewer by opening Event Viewer → Windows Logs → Application and reviewing errors created when SoftEther starts. Also check the exact installation path, antivirus history, and whether the message names a dependency instead of VpnGatePlugin_x86.dll.

Is vpngateplugin_x86.dll a Windows file?
No. It is a third-party VPN Gate plug-in supplied for SoftEther VPN Client.

A normal package may contain both. The 32-bit file pairs with vpnclient.exe; the 64-bit file pairs with vpnclient_x64.exe. Do not substitute one for the other.
Should I install ordinary SoftEther VPN Client?
Not if you need VPN Gate integration. Install the package specifically labelled SoftEther VPN Client + VPN Gate Client Plug-in.
Will SFC restore this DLL?
Normally, no. SFC repairs protected Windows system files, not this third-party plug-in.
Should I install Visual C++, DirectX, or .NET?
Not as a routine fix for this file. Reinstall the complete official VPN Gate package first, and install an additional runtime only if a specific installer or dependency error identifies it.

When is System Restore appropriate?
Only as a fallback when the failure began after a known system change and a clean official reinstall is not possible. It is not the first-line repair for a missing application DLL.
