What Digital Extremes acknowledged
In its July 31, 2023 PC Hotfix 33.6.1 notes, Digital Extremes wrote: “We are aware of an issue for some players where the Warframe Launcher is immediately crashing when you try to start it.” The notice added: “If you are affected by this issue, please visit our official PSA on how to circumvent this issue.”
This confirms that the developer recognized the immediate startup crash. It does not establish how many people were affected: the notice says only “some players,” with no count or percentage.
How the issue relates to Echoes of Duviri
Digital Extremes posted the Echoes of Duviri PC update notes on July 27, 2023. The launcher notice followed in the PC hotfix notes four days later. This places the acknowledgment in the Echoes of Duviri PC update cycle; it does not show that every player or platform experienced the problem.

Was the crash fixed, and what was the workaround?
The Hotfix 33.6.1 notice referred affected users to an official PSA, but its specific instructions are not reproduced in the accessible hotfix notes. The reviewed evidence does not establish the PSA’s workaround steps, the crash’s root cause, or whether the issue was later resolved for everyone.
Digital Extremes’ PC Hotfix 33.6.6 notes list other fixes but do not say whether this particular launcher crash was resolved. That omission alone cannot confirm either that the issue continued or that it was fixed.
