A fully exploited Xbox 360—typically modified with JTAG or RGH—can run unsigned homebrew, custom dashboards, emulators, Linux, and game files from configured storage. It can also support offline modding and, with the right setup, original Xbox titles and region-free disc playback. What works depends on the console’s hardware and software configuration. A DVD-drive firmware flash is a different, narrower modification: it can enable burned retail-game discs, but by itself does not unlock homebrew or emulators.
What a full JTAG or RGH modification enables
JTAG and RGH are exploit-based modifications that allow a console to run unsigned software. That is the key difference from changing only the DVD drive’s firmware. Community technical guides describe several uses for an exploited console:

- Homebrew applications: Run software that is not signed by Microsoft, including file-management tools and community-developed applications.
- Custom dashboards: Use a dashboard such as Aurora or FreeStyle 3 to organize and launch applications and configured game files. XeXMenu is another commonly recommended utility; DashLaunch can configure boot behavior, including starting a preferred dashboard.
- Emulators and Linux: Run non-Xbox emulators or Linux. The existence of these options does not mean every emulator runs well or every game is compatible.
- Developer tools: Use a developer kernel and game-development or modding tools.
- Game files from storage: Launch compatible files stored on the console’s internal drive, an external USB drive, or a network location, once the dashboard is configured to scan the relevant paths.
- Disc and region options: Community guides describe region-free DVD movie and game playback as a full-exploit capability, as well as optional original Xbox backward-compatibility setup.
These are capabilities rather than guarantees: software support, performance, and compatibility vary by console revision and setup. In particular, region-free playback does not mean access to every region’s online services, and original Xbox compatibility should not be taken to mean that every original Xbox title will work.
How full exploits differ from a DVD-drive flash
“Jailbroken” is often used loosely. The two approaches below are not interchangeable, and a DVD-drive flash alone does not turn a stock console into a homebrew system.

Community setup documentation notes a plugin-based exception for burned discs on some full-exploit setups, but that is configuration-dependent. Do not assume an RGH or JTAG console will boot burned DVDs unless its drive and software are set up for that purpose.
Using games and storage
Custom dashboards can scan chosen folders on internal storage, external USB storage, or an SMB-enabled network device. The community FAQ also describes copying discs to a hard drive as extracted files or as a Game on Demand container, including Xbox 360, original Xbox, and DVD discs. These are technical file-management capabilities, not permission to copy or download content you are not authorized to use. Use only content you own or otherwise have the right to copy.

For external storage, the practical requirement is a device and file layout the console and chosen dashboard can read; the cited setup guidance does not establish one universally compatible drive capacity or model. A custom dashboard’s scan paths must point to the folders where the files are stored.
Other uses: offline modding and system-link play
Community documentation describes offline game modding, cheats, and development tools as possible uses. These features are game-specific and should not be confused with permission to manipulate online play or harm other players. For multiplayer outside Xbox Live, setup guides list LiNK or XLink Kai for system-link play; game and configuration compatibility vary.

There is no single JTAG/RGH method that applies to every Xbox 360. JTAG is limited to certain older phat-console and bootloader combinations, while RGH methods vary by model. Guides use motherboard and dashboard or bootloader details to determine eligibility, and later dashboard versions may rule out JTAG while leaving some RGH routes possible.
- Identify the exact console model and motherboard revision before choosing a method.
- Check dashboard and bootloader details against current technical compatibility guidance; do not assume a console qualifies based on its case style alone.
- Choose software and storage arrangements based on the exploit and dashboard actually installed.
- Expect compatibility to vary across emulators, original Xbox titles, game files, and individual system-link games.
Installation can require precise soldering, and the JTAG guidance warns that mistakes can brick a console. If you do not have the necessary electronics experience, professional installation is an option, but verify a provider independently rather than assuming any particular service is vetted.

Do not treat Xbox Live use from an exploited console as safe. The community FAQ advises against assuming JTAG/RGH play is safe and notes that enforcement can occur; it does not establish a dependable method that guarantees a modified console will avoid enforcement. A so-called stealth service should not be treated as a safety guarantee.
Microsoft’s Xbox Wire statement by Major Nelson on November 4, 2009 specifically addressed consoles modified to play pirated discs. It said that this violated Xbox Live terms, voided the warranty, and could result in a ban. That is a historical statement with a specific piracy-related scope, not a definitive current ruling on every homebrew use. Microsoft’s general enforcement guidance discusses possible account suspension or device bans for agreement violations, but its stated applicability includes Windows 10 and Xbox One rather than Xbox 360, so it is not an Xbox 360-specific current policy determination.

Is it worth modifying?
A full exploit makes sense mainly for someone who wants homebrew, custom dashboards, emulators, offline experimentation, or flexible local file management and accepts hardware and online risks. A DVD-drive flash serves a narrower purpose: burned retail-game discs, without the homebrew ecosystem. If Xbox Live reliability, warranty coverage, or avoiding the chance of a failed hardware modification matters more, keeping the console unmodified is the lower-risk choice.
