A CIA file is an installable Nintendo 3DS title package. In Citra’s documented Windows interface, File > Install CIA installs it into the emulator’s virtual system; Load File is a separate action for opening a supported game file directly. Installing a CIA does not guarantee it will run: encryption, keys, the file itself and game compatibility can all matter.
What a CIA file represents
A CIA is a package for installing Nintendo 3DS title content. It is not simply another name for a cartridge image. A third-party dumping guide describes cartridge dumps as .3ds files and installed or digital titles as .cia files. That describes the guide’s workflow, not every possible CIA: the package may contain other installed title content, including updates or DLC.
The extension tells you the package format, but not whether the contents are encrypted, complete, compatible with your Citra build, or ready to use.
Install CIA versus Load File
In the Windows workflow documented by a Citra setup guide, the two commands do different jobs:

These labels and steps are documented for Windows; do not assume every platform, fork or build has the same menus. Installation and launching are also separate actions: installing a package does not itself establish that the title will start or run correctly.
Does a CIA need to be decrypted?
The archived Citra FAQ, preserved by the Azahar Emulator team and dated March 4, 2024, says encrypted games can run if you provide system keys dumped from your own 3DS. It also says games otherwise need to be decrypted on a 3DS before Citra can use them. Consequently, a CIA may fail when its encryption state is unsupported by the setup or the required keys are absent. Renaming the file or repeating installation does not resolve those underlying conditions.

Why might a CIA fail or the game behave badly?
First distinguish a package or setup problem from a title compatibility problem. The archived FAQ says games may fail to load, freeze, crash, run slowly or show gameplay and graphics glitches. Those symptoms are not proof that CIA format itself is the cause.
- Installation fails: Check that the file is the intended CIA package and consider whether its encryption state and the keys available to your setup meet Citra’s requirements.
- Installation succeeds but the title will not start: Installation alone does not guarantee a usable or compatible title; check the specific game’s compatibility information.
- The game starts but has issues: Slow performance, crashes, freezes and visual or gameplay glitches can be compatibility problems. Troubleshoot the title and emulator setup rather than assuming a different extension will fix it.
The archived FAQ reflects Citra guidance as of March 4, 2024; it does not establish behavior for every later fork, build or platform.

Use game files you dumped yourself
The archived Citra FAQ directs users to obtain games, updates, DLC and system files by dumping them from a hacked 3DS. It warns against downloading commercial game files, including copies of games already purchased, and advises users to buy games and dump them. It also states the developers’ position that using another person’s dump is illegal. Laws vary by jurisdiction, so this is the archived FAQ’s guidance rather than a statement of law for every location.

A card reader can be useful when transferring a dump from an SD card to a computer. The cited dumping guide lists an SD card and card reader among the equipment for that workflow. A reader is not needed merely because you already have a CIA, and it does not install or decrypt one.
