If you mean the Hilt of Skofnung in God of War Ragnarök, activating it releases spectral swords that attack nearby enemies. It is an active combat relic—not a passive bonus or an item used to start the Berserker challenges.
What the Hilt of Skofnung does
The relic sends spectral swords into nearby opponents. Its short in-game effect description says, “The sword unleashes its power from the souls within…” The practical effect is a burst of attacks around Kratos, making it useful when enemies are close enough to be caught by the swords. Game8’s Hilt of Skofnung guide and Gamer Guides’ relic listing describe the attack as spectral swords striking nearby enemies.

What the relic’s lore says
The game describes the item as the broken hilt of King Hrólf Kraki’s sword and says it houses the souls of the king’s 12 bodyguards. That number is fictional lore within Ragnarök, not a historical count. The God of War Wiki’s relic entry reproduces the in-game description.
How to unlock it
Defeat King Hrólf at the King’s Grave to earn the Hilt of Skofnung. The encounter is the final Berserker challenge: first complete the Berserker Gravestone encounters, then face Hrólf. The guides identify the hilt as a reward for that fight, rather than an item that begins the challenges. See the acquisition details in Game8 and Gamer Guides.

Cooldown and upgrades
Published guides do not agree on a single cooldown value. The God of War Wiki lists 325 seconds, while Game8 reports a 256-second base cooldown and says the player’s Cooldown stat affects it. The available information does not establish whether the difference reflects build stats, game version, or a reporting discrepancy. Check the relic’s current cooldown in your own game rather than treating either number as universal. Both guides also say upgrades strengthen its effect, but exact costs and values are not needed to understand what the relic does.

Skofnung also appears in saga tradition, but that connection should not be confused with the game’s combat effect. Hurstwic’s Arms in the Sagas compilation records saga references and traditional restrictions associated with the sword. It is a secondary compilation, so it does not establish that medieval texts describe spectral swords, 12 souls, or the game’s version of King Hrólf’s history. The relic’s supernatural attack is a God of War Ragnarök game mechanic.
