In a January 19, 2024 interview, actor Doug Cockle argued that using an actor’s voice to generate new speech without permission is “plain and simple theft.” He was expressing an ethical and professional objection, not reporting a court ruling. The distinction at the heart of his comments is between unauthorized replication and a performer choosing to license a digital voice replica under negotiated terms.
What Doug Cockle said about AI voice replication
Insider Gaming’s January 19, 2024 interview discussed AI-generated voices in games and SAG-AFTRA’s agreement with Replica Studios, announced earlier that month. Cockle said his voice was already being replicated online, including by modders and some YouTube creators. He described it as difficult for an individual actor to enforce control over such uses.
His central point was that performers should decide whether their voices are used to generate speech. He objected to new material being made without permission or credit, and said: “no, it’s theft. Why he connected voice models to actors’ jobs
Cockle’s concern was not limited to whether a voice sounded like him. He argued that if an actor records lines for a system that can reproduce the voice, a studio might generate additional dialogue without hiring the actor again. He also questioned whether that process would remove artistry from performance.

Those were Cockle’s concerns and predictions; the interview did not measure how often this has happened or establish the scale of any job displacement. Nor does it quantify the online replication he described or identify a particular platform as responsible.
How unlicensed replication differs from contracted licensing
The distinction is consent and agreed terms. A model or generated performance made without the performer’s authorization is not the same arrangement as a performer voluntarily licensing a digital voice replica for defined work under a contract. SAG-AFTRA presented its Replica Studios agreement as a route for members who choose to license their voices, not as permission for arbitrary scraping or cloning.

In announcing the Replica agreement on January 9, 2024, SAG-AFTRA National Executive Director and Chief Negotiator Duncan Crabtree-Ireland said it achieved “fully informed consent and fair compensation” for the use of members’ voices and performances. What the Replica agreement does—and does not—say about Cockle’s remarks
Cockle was reacting to the agreement, but Insider Gaming reported that he had not fully read its terms and was not a SAG-AFTRA member. His criticism should therefore be understood as his response to the issue, not as an authoritative interpretation of that contract.

SAG-AFTRA has separately explained protections tied to animation and the Replica agreement. In its account, a character voice may be protected even when it differs from an actor’s ordinary speaking voice, and consent requirements apply when a producer prompts a generative AI system with a performer’s name. The 2024 Replica Studios agreement and SAG-AFTRA’s July 2025 Interactive Media Agreement are distinct developments. On its AI resource page, SAG-AFTRA says the 2025 agreement includes consent and disclosure requirements for AI digital-replica use in covered contract work. The union also says performers can suspend consent for generating new material during a strike. These protections should be described as applying under the covered agreement, not as universal requirements for all game development or voice actors. SAG-AFTRA’s AI resource page

The practical question is therefore not simply whether AI is involved. It is whether the particular performer agreed to the particular use, what work and project the agreement covers, what compensation and disclosure terms apply, and whether the arrangement gives the performer continuing control.
