What Expenses Should You Include When Budgeting for a Rental Property?

A practical rental-property expense checklist, with ways to estimate local costs, plan for vacancy and distinguish cash outlays from tax deductions.

Budget for every cost you will pay to buy, own, lease and maintain the specific property—not just the mortgage. Include taxes, insurance, association fees, owner-paid utilities, maintenance, repairs, leasing or management, professional help, vacancy and irregular replacements. Estimate each from local bills, quotes and property records. A cash-flow budget and a tax-deduction schedule are different: a payment can affect cash without being deductible in the same way.

Which rental property expenses belong in the budget?

Use the checklist below as a starting point, then keep only the costs that apply to your property and lease. Record who pays each bill; utilities and services belong in your owner budget only when you are responsible for them.

Acquisition and financing

  • Mortgage payments and loan charges: Include the scheduled payment and relevant financing costs in your cash plan. Track principal and interest separately because their tax treatment is not interchangeable.
  • Closing and initial readiness costs: Allow for applicable closing costs, repairs, safety work, furnishings or equipment needed before the property can be rented. Keep one-time startup cash separate from ongoing operations.

Recurring ownership costs

  • Property taxes and assessments: Use the current bill and check for other applicable local assessments.
  • Insurance: Include landlord or property coverage and liability protection; consider any optional loss-of-rent coverage. Compare the premium, deductible, covered risks and exclusions.
  • Association charges: Add HOA, condominium or other association fees when applicable.
  • Owner-paid utilities and services: Depending on the lease and local arrangement, these may include water, sewer, electricity, gas, trash, internet or common-area service.
  • Routine upkeep: Budget for landscaping, pest control, cleaning, inspections and scheduled maintenance.

Leasing and operations

  • Finding and placing tenants: Include advertising or listing fees, screening, tenant placement and leasing commissions where charged.
  • Management: If you hire a manager, get the fee and scope in writing, including any separate leasing, turnover or rent-collection charges. If you self-manage, account for your own time when comparing options.
  • Repairs and supplies: Include contractor work, materials and recurring service calls.
  • Professional help: Allow for legal, accounting, bookkeeping or other professional services if you expect to need them.
  • Travel or vehicle costs: Include these only when they are actually relevant, trackable and treated appropriately under applicable tax rules.

Vacancy, turnover and less frequent costs

  • Vacancy and lost rent: Estimate the likely time between tenants using the property’s leasing history and local conditions. Fannie Mae recommends considering a vacancy set-aside; it does not establish one percentage that suits every property.
  • Bills during a vacancy: Loan payments, taxes, insurance and owner-paid utilities may continue even when rent stops. Include services such as lawn or snow care if you remain responsible for them.
  • Turnover: Allow for cleaning, paint, lock changes and the next round of leasing costs.
  • Major repairs and replacements: Use the property’s inspection, age, condition, maintenance history, warranties and known remaining life to plan for larger work. Keep this reserve visible apart from routine maintenance.
  • Emergency cash: Choose a buffer that reflects both the property’s condition and your ability to access cash; no universal reserve amount is established by the cited guidance.

How do you estimate each expense realistically?

Build the estimate from evidence about this property and its location rather than applying a generic percentage. Ask the seller for expense history, then verify it against bills, statements and current local rates.

  • Use current property tax bills and assessments for taxes.
  • Get insurance quotes and review deductibles, coverage limits, exclusions and whether loss-of-rent protection is included.
  • Ask utility providers or the previous owner for utility history, and confirm which services the lease makes your responsibility.
  • Request contractor quotes for known repairs and likely replacements; check inspection findings, service records and warranties.
  • Ask local management companies for their rates and for a breakdown of management, placement and turnover charges.
  • Use association statements for HOA or condominium fees, and prior maintenance records for recurring services.

Fannie Mae’s rental-property operating-budget guidance likewise points owners toward local utility estimates, management-company rates and a vacancy set-aside.

How should you organize the budget?

Create one row per cost. Keeping timing and responsibility visible helps distinguish a monthly bill from an annual tax payment, an occasional repair or a cost that continues during vacancy.

Budget field What to record
Expense The specific bill, service or reserve category.
Expected amount and timing Estimate and whether it is monthly, annual or irregular.
Estimate source Bill, quote, statement, service history or other basis for the estimate.
Who pays Owner, tenant or another party under the lease and local arrangement.
Vacancy treatment Whether the cost continues when the property is not rented.
Actual amount What you ultimately paid, for comparison with the estimate.

Keep operating costs, vacancy and turnover, and major replacement reserves as separate lines. Add annual costs for a yearly view; divide that total by 12 only to create a monthly planning figure. Retain the timing of each expense because bills and repairs do not arrive evenly. Maintain records by property and category, as described in the IRS’s rental real estate recordkeeping guidance.

How is a cash-flow budget different from a tax deduction schedule?

A cash budget answers when money leaves your account and how much rent may be available after costs. A tax schedule classifies income and expenses under tax rules. Do not treat those as interchangeable: mortgage principal is a cash outflow, while interest is a separate financing cost; depreciation can be a tax expense without being a current cash payment.

The IRS lists common rental expenses such as advertising, cleaning and maintenance, commissions, depreciation, insurance, interest, legal and professional fees, management fees, repairs, taxes and utilities. It also distinguishes repairs from capital expenses and requires allocation when a property has both rental and personal use. The IRS says, “In most cases, the expenses of renting your property, such as maintenance, insurance, taxes, and interest, can be deducted from your rental income.” See IRS Publication 527 (2025), Residential Rental Property and IRS Topic No. 414, Rental Income and Expenses for the applicable rules. The quoted statement is general, not a determination for an individual return; tax year, accounting method, personal use, type of work and taxpayer circumstances can affect treatment.

What assumptions should you avoid?

  • A universal expense or vacancy percentage: The cited official guidance supports property-specific estimates, not a percentage that predicts every property’s costs. Do not rely on the “50% rule” as a guaranteed result.
  • Assuming rent covers every bill: Subtract expected vacancy and owner-paid operating costs before treating rent as cash available for debt payments or distributions.
  • Treating a tax deduction as free money: A deductible expense still costs cash; whether work is a repair or capital expense also matters for tax treatment.
  • Applying U.S. tax rules everywhere: The tax references here are U.S. federal sources. Tax rules, landlord-tenant requirements, utility billing, permitted charges, insurance availability and local taxes vary by location. Readers elsewhere need their local tax authority’s guidance.
