A Best Buddy gets a CP Boost while it is set as your active buddy—even if you have already powered it up as far as you can. The boost is conditional: switch to another buddy and the former Best Buddy no longer has it. Niantic confirms the boost but does not publish an exact CP increase for a fully powered-up Pokémon.
What the Best Buddy CP Boost does
Niantic says that, while set as your buddy, a Best Buddy Pokémon gains a CP Boost and becomes more powerful in Raids, Gym Battles, Team GO Rocket encounters, and Trainer Battles. Pokémon.com describes the boost as small. It is a battle benefit, not a permanent increase to the Pokémon’s underlying power-up level.

The practical answer is yes: a Pokémon that is already maxed can still benefit from its Best Buddy CP Boost. The effect applies while that Pokémon is the active buddy; it does not remain active after you switch buddies. Niantic’s Buddy Adventure help page describes the condition and the battle settings where the boost applies.
Why the 2025 Trainer-level increase does not change this
Pokémon GO raised the Trainer-level cap from 50 to 80 effective October 15, 2025. That change concerns your Trainer level, not the level or CP of your Pokémon. The official Trainer-level update explicitly says the increase affects Trainer level and not Pokémon, so it does not itself add levels or CP to a maxed Pokémon.

How much CP does it add?
The official sources cited here confirm that a boost exists, but do not give an exact CP increment, a precise resulting Pokémon level, or a formula for calculating the new CP of a fully powered-up Pokémon. Because of that, there is no supported exact number to give for how much CP your maxed Pokémon will show with the boost.
Niantic also documents that a Best Buddy CP Boost can apply in addition to Primal boosts. See its Primal Reversion help page for that interaction.
