When a live-service game shuts down, players may lose access to purchased items and unspent currency, and a refund is not automatic. What happens depends on the game’s terms, where and when the purchase was made, the item’s status, and consumer law where the player lives.
Why paid items may disappear when a game closes
Many publishers describe in-game items and currency as limited rights to use content, rather than permanent ownership of a transferable asset. For example, Supercell’s Terms of Service and Store Refund and Cancellation Policy reserve the ability to change or remove virtual items and say unused items may not be compensated when an account closes, subject to applicable law. That is Supercell’s contractual approach, not a rule shared by all games.

Access can also depend on an active account or service. The U.S. PlayStation Network Terms of Service say service-dependent virtual items and currency balances will not be retained or accessible after account termination, with no refund except where required by law or the agreement. A game shutdown is not necessarily the same event as account termination, but the terms illustrate why an item that exists only on a publisher’s servers may become inaccessible.

Does a shutdown mean you get a refund?
No universal refund rule applies. A publisher’s terms, the storefront’s transaction policy, and mandatory consumer protections may all matter. A policy that limits cancellation of a purchase does not, by itself, settle every claim about a later service shutdown.

For example, the U.S. PlayStation Store Cancellation Policy generally says delivered in-game consumables cannot be refunded unless faulty, while recognizing that local law may provide additional rights. Its rules address cancellation of a transaction and delivery status; they are not a blanket decision on every shutdown-related claim.
Consumer law can qualify contract terms. In an EU analysis dated 16 June 2026, the European Commission said discontinuing digital content or a service sooner than a consumer could reasonably expect may amount to non-conformity. In certain circumstances, proportionate refunds may cover terminated ancillary purchases or currency that remains unspent. This calls for an assessment of the specific service and circumstances; it is not a guaranteed refund for every EU player. The Commission noted that the EU Digital Content Directive has applied since 1 January 2022, that no Court of Justice of the European Union rulings then provided a binding interpretation of the issue, and that it planned to report on its review by the end of 2026. Later legal developments may change the picture.

What matters in your particular case
Before asking for a refund or other remedy, establish what you bought, who sold it, and what happened before access ended. These details can affect which policy and complaint route apply.
- Purchase type: Distinguish currency, a cosmetic or other item, a season pass, a subscription, and the game itself. Different terms may apply.
- Seller and purchase channel: Identify whether the transaction was through the publisher, a console storefront, a mobile app store, or another seller. The seller’s policy may determine where to raise a transaction dispute.
- Delivery and use: Note whether an item was consumed, delivered but unused, or never delivered, and whether currency remained unspent when the service closed.
- Timing and promises: Record the purchase date, what was represented about the game’s expected duration, how much notice the publisher gave, and whether the game remained playable afterward.
- Shutdown arrangements: Check whether purchases were disabled, whether players could spend balances during a final period, and whether the publisher offered a refund, conversion, or transfer.
- Location: Consumer rights vary by country and region. A publisher’s no-refund wording does not necessarily override mandatory local law.
How to document and pursue a claim
- Gather evidence. Save receipts, platform transaction IDs, the shutdown announcement, and the terms that applied when you purchased the content. Keep copies of messages about the last-play date, purchase restrictions, remaining balances, and any transition offer.
- Contact the seller and publisher in writing. Explain what you bought, when and where you bought it, whether it was used, and what remains inaccessible. Ask specifically about unused currency, recently purchased items, subscriptions, and any announced transition plan.
- Use the relevant refund or complaint route. If the publisher directs transaction issues to the storefront, submit the request there and include the seller’s transaction ID. Keep the response and any case number.
- Check local consumer-protection rules. If the answer relies on a no-refund term, consider whether the law where you live provides a remedy for the particular circumstances. A consumer-protection authority or qualified adviser can help assess an individual dispute.
Why the Fortnite refund program is not a general shutdown remedy
The Federal Trade Commission’s Fortnite program concerned unwanted or unauthorized charges and related account restrictions, not compensation because a live-service game shut down. The FTC reported that 969,173 payments totaling more than $126 million were sent to eligible U.S. claimants in June 2025; the claims deadline has passed. That settlement shows that a defined billing-practices case can lead to refunds, but it does not establish a general refund entitlement for players of discontinued games.
