The outcome depends on what the servers do, whether the publisher provides an offline or community-hosted replacement, and the law and sales terms that apply to your purchase. A shutdown does not automatically create a refund right, nor does buying a digital game guarantee indefinite access.
What “online-only” really means
“Online-only” is a practical dependency, not merely a label for a multiplayer game. A title may look like a single-player experience while still requiring a publisher-operated service to authenticate an account, validate a licence, load progression, run matchmaking, deliver missions, or perform anti-cheat checks. If any of those required services disappear, the game can become partly or completely unusable.

The first question is therefore not whether a game contains a solo mode. It is whether that mode can function without the publisher’s systems. A game that uses servers only for matchmaking may retain a playable local campaign. A game that validates every launch or streams essential world data may stop at the title screen even when no other player is involved.

What can disappear when support ends
Partial loss of features
A publisher can retire only the services that are no longer economical or supported. Matchmaking, leaderboards, seasonal events, cloud saves, account inventories and in-game stores are common examples of functions that may vanish while a local mode remains. “The servers are shutting down” therefore does not, by itself, prove that every part of a title will stop working.

Total loss of access
If authentication or gameplay is mandatory, the client may be unable to start a new session or continue an existing one. A digital storefront can also stop offering downloads or reinstallation if the publisher revokes licences or removes the title from its delivery system. Physical media does not restore a service that the game requires: a disc or downloaded executable cannot recreate a missing authentication endpoint, database or game simulation.
Loss of progression and account data
Progress stored only on the publisher’s servers can become inaccessible when those servers are retired. A title may technically launch but still lose characters, unlocks, inventories or cloud saves. Whether data is exported, retained for a limited period or deleted is title-specific; do not assume that an account archive will be available.
Shutdown, delisting and licence revocation are different events
Delisting means that a game is no longer sold to new customers. It does not, on its own, establish that existing purchasers lose the ability to download or play it. A server shutdown concerns operation of an online service. Licence revocation concerns the permission or mechanism used to download, install or launch a copy. These events can occur separately or together, so look for a notice that describes the actual change.
The Crew shows why the distinction matters. The game was sold until December 2023, according to a 2024 European Parliament written question. The Australian Competition and Consumer Commission’s March 2025 digital-platform inquiry report says Ubisoft revoked digital licences in April 2024 and that users then could no longer download, install or play the game. The report records Ubisoft citing server-infrastructure and licensing constraints. That is evidence about this title; it is not proof that every discontinued online game will have the same outcome.

Why publishers do not simply leave every server running
Keeping an online game available can require infrastructure, authentication, databases, moderation, customer support, security updates and anti-cheat systems. Older titles may also depend on licences for music, brands, middleware or other content. When revenue falls below the cost and risk of operating those systems, a publisher may end commercial support.
Technical and legal dependencies can also prevent a simple handoff. The European Commission’s 2026 assessment identifies server infrastructure, authentication systems, anti-cheat technology, copyright and other intellectual-property rights, and confidential know-how as relevant constraints. A publisher may not own every component needed to release a working offline build or public server package, and exposing source code could reveal trade secrets or security mechanisms.
Can a publisher preserve the game?
Several transition models are possible, but the Commission describes them as approaches rather than universal duties. Their feasibility depends on the game’s architecture, licences, security design and the publisher’s decisions.

The publisher can remove mandatory authentication and move essential simulation, saves and content to the local device. This is the most seamless option for players, but it may require rewriting network-dependent systems, replacing online progression and renegotiating third-party content rights. An offline patch also has to be distributed while the publisher’s download and licence systems still work.

Self-hosted servers
Players or communities can run the service themselves if the publisher releases server software, configuration instructions and a lawful way to connect clients. Self-hosting can preserve multiplayer without the original operator paying for central infrastructure. It shifts responsibility for uptime, moderation, security and compatibility to hosts, and it may be impractical if the server code is proprietary or tied to confidential technology.
Peer-to-peer connections
A peer-to-peer design lets players connect directly rather than through a central game server. It can reduce infrastructure costs, but it may require changes to matchmaking, NAT traversal, cheating protections and host migration. A publisher must still decide whether the modified client and networking code can be distributed under its contracts and intellectual-property rights.
Source-code and asset release
Releasing source code and assets can allow preservationists to repair or operate a title, but it is the most legally complicated route. The publisher must separate code and content it owns from third-party material, licensed trademarks, music, middleware and confidential know-how. A code release is therefore possible in some cases, not an automatic consequence of a shutdown.

What consumer law says about continued access
There is no single worldwide rule requiring every online game to remain playable forever. The European Commission’s June 2026 assessment says EU consumer legislation does not set a specific supply duration for digital content and services, including online video games, and does not generally require traders to ensure that consumers can continue using digital content once its commercial supply has ended.

The Commission’s wording is precise: “EU consumer protection legislation does not set specific requirements for the duration of the supply of digital content and services, including online video games, nor does it require traders to ensure that consumers can continue using digital content and services once their commercial supply has ended.” This is general EU context, not a decision about a particular purchase or a rule in every country.
That does not eliminate all remedies. EU rules can apply when digital content or services fail to conform to the contract or to what consumers could reasonably expect. Depending on the facts, a proportionate price reduction or refund may be possible. Relevant facts can include what was promised at sale, the length and nature of the service, disclosures about online requirements, the seller’s role and the timing and manner of the shutdown. Eligibility is case-specific.

Start with the transaction
Identify who actually sold the game: the publisher, a console storefront, a PC store, a subscription service or a physical retailer. The seller’s terms, your region and the purchase date can determine which complaint and refund process is available. A platform’s policy may differ from the publisher’s policy.

Check the contract and representations
Save the product description, purchase receipt, shutdown notice and any statement about required online services or duration. Contract language can restrict copying, adaptation and reverse engineering, while applicable law may provide exceptions or mandatory rights. Ubisoft’s US Store Terms of Sale, last updated September 2024, illustrate why the contract matters; they govern that store’s transactions and are not a universal statement of law.

Use the applicable store policy, without treating it as a shutdown guarantee
Ubisoft’s digital PC store policy gives a standard refund condition of 14 days after purchase and no more than two hours played for eligible purchases through that store. It also says the policy does not override statutory refund rights. Those limits are an example for that store and transaction, not a shutdown-specific entitlement and not a rule for other retailers, platforms or regions.
Escalate with evidence
If a seller rejects a request, ask for the decision in writing and identify the service that became unavailable. Contact the relevant consumer-protection body or seek local legal advice if the amount or circumstances justify it. Do not rely on a general internet claim that every server shutdown automatically requires a full refund.
What the European policy discussion currently establishes
In June 2026, the European Commission announced that it would engage with the video-game industry and consumer representatives after a European citizens’ initiative concerning disabled games. The official material describes dialogue and existing consumer-law safeguards. It does not establish a new universal EU requirement that every discontinued game be converted to offline play, made self-hostable or kept online.
Because policy can change, readers in the EU should check the Commission’s current guidance and their national implementation when acting on a recent shutdown. The announcement itself should not be read as a new automatic preservation or refund rule.
A practical checklist when a game is announced for closure
- Read the shutdown notice closely. Record the final date, affected platforms, features being removed and whether an offline patch or download window is promised.
- Test offline behavior before the deadline. With the device disconnected, launch the game, start a new session and load an existing save. This reveals whether authentication, cloud data or a live service is mandatory.
- Install any official transition update. Download patches, server tools or documentation while the publisher still distributes them, and keep a copy of the release notes.
- Export what the game permits. Save local files, screenshots and account records, but do not bypass technical protections or copy material in violation of the licence or applicable law.
- Preserve purchase evidence. Keep the receipt, seller identity, platform, region, product description and shutdown correspondence.
- Ask the seller targeted questions. Request confirmation of whether existing owners retain downloads, whether licences will be revoked and which refund process applies to your transaction.
- Check lawful community options. If self-hosting or peer-to-peer support is officially released, follow the publisher’s instructions and security guidance rather than downloading unverified executables.
Questions that determine the likely outcome
- Does the game require a server merely to authenticate, or does the server run the core game?
- Is there a documented offline mode that works after a fresh installation?
- Will the publisher continue to provide downloads and licence validation?
- Are saves and progression stored locally, in the cloud, or both?
- Has the publisher announced an offline conversion, self-hosted server package or peer-to-peer replacement?
- Which country’s law, seller’s terms and platform policy govern the purchase?
The bottom line for players
An online-only game can lose selected services or become completely inaccessible when its required servers shut down. The decisive issue is dependency: authentication and core gameplay services are different from optional matchmaking or events. Delisting alone does not prove that existing owners lose access, while a licence revocation or mandatory online check can make installation and play impossible.
Publishers may preserve a title through offline conversion, self-hosting, peer-to-peer networking or a source-and-assets release, but those are technically and legally contingent choices. Consumer remedies depend on the jurisdiction, contract, seller, platform and circumstances; neither indefinite play nor an automatic refund is guaranteed by the general evidence available today.
