Under the revised ICC playing conditions, the fielding side receives five penalty runs for a batter’s third time-wasting offence and every offence after that. The first offence earns a warning and the second a final warning. The revised sequence applies to international series starting on or after 1 October 2026; a series already in progress keeps its previous regulations.
How the revised penalty sequence works
- First offence: the batter receives a warning.
- Second offence: the batter receives a final warning.
- Third and subsequent offences: five penalty runs are awarded to the fielding side for each offence.
The five runs benefit the fielding side; the ICC announcement does not describe them as a deduction from the batting side’s score. The ICC also says Code of Conduct provisions may be invoked for repeated offences, but does not say that a specific charge or suspension follows automatically.

When does this rule apply?
The ICC announced the revised playing conditions on 1 October 2026. They apply to international series that start on or after that date. If a series was already underway, it continues under its previous regulations. The announcement does not establish that every domestic or club competition has adopted the change, so check the playing conditions for the competition in question. ICC announcement, 1 October 2026

What counts as being late to face the ball?
The ICC describes the offence as a batter not being ready to face the ball “within the prescribed time,” but its announcement does not state the length of that interval. Older playing-condition wording cannot establish the threshold under the revised rule. For the applicable time limit, consult the playing conditions governing the particular series.

Why older explanations may give a different warning sequence
Earlier ICC playing conditions and the MCC’s Law 41.10 page describe a first-and-final warning before five penalty runs for further time-wasting. That is different from the revised ICC sequence, which has a warning for the first offence, a final warning for the second, and five runs from the third. The older wording is relevant to older regulations, not a substitute for the revised rule in a series to which the change applies. ICC playing conditions · MCC, Law 41.10
