Rebellion’s accessibility-options guide says that when ranged targeting snaps on and off enemies, the setting plays unique cues. In practical terms, the sound tells you when the game’s ranged targeting has acquired or stopped tracking an enemy.

How is it different from Audio Aim Assistance for Ranged Weapons?
