It is a spectrum, not a strict checklist—and Grand Theft Auto helped popularize the modern form without inventing it.
What makes a game open world?
The most useful test is freedom: how freely can you move through the game space, and how much choice do you have over what to do and when? In an open-world game, the main story does not have to dictate every step. Players can often explore, take on optional activities, or simply delay the next story mission.

There is no universal industry checklist for the label. Open-world design sits on a spectrum, so games can offer different degrees of freedom. A large map by itself is not enough: a game may contain a vast environment but still tightly control where you can go or when you can act. A game can also have open-world qualities without matching GTA’s city scale or crime setting. Ars Technica’s history of open-world games frames freedom as the defining quality.

Four useful ways to judge the openness
- Movement and access: How much of the space can you reach, and how soon?
- Activities beyond the story: Can you choose meaningful things to do instead of advancing the next main-story beat?
- Mission integration: Do missions feel connected to the world, or do they mostly pull you away from it?
- World response: Does the game world react meaningfully to what you do?
How is an open-world game different from a sandbox?
The terms overlap, but they emphasize different things. Open world describes a game’s spatial structure and the freedom it gives players to move around and choose activities. Sandbox emphasizes experimentation: players can try things and see the game respond. A game may be open world without offering especially deep systemic reactions, while a sandbox can prioritize experimentation without resembling a sprawling city map.
#1 Best Overall
- STUNNING VISUALS — Enhanced levels of fidelity and performance with new graphics modes featuring up to 4K resolution, up to 60 frames per second, HDR options, ray tracing, improved texture quality, and more
- FASTER LOADING — Quicker access to the action as the world of Los Santos and Blaine County load in faster than ever before.
- ADAPTIVE TRIGGERS AND HAPTIC FEEDBACK — Feel every moment through the DualSense controller, from directional damage to weather effects, rough road surfaces to explosions, and more.
- TEMPEST 3D AUDIO — Hear the sounds of the world with pinpoint precision: the throttle of a stolen supercar, the rattle of neighbouring gunfire, the roar of a helicopter overhead, and more.
- Please note that although this game is Region Free or Region Unlocked and will work on all systems, this is the European version and may differ from the local version in age rating, labeling or instructions.
Game Developer’s history of sandbox gameplay traces the metaphor’s emergence around the turn of the century and identifies The Sims (2000) and Grand Theft Auto III (2001) as canonical sandbox games. Non-linearity alone does not make a game a sandbox; responsiveness and player experimentation matter too.
Did Grand Theft Auto invent open-world games?
No. Open-world ideas predate the series. In Ars Technica’s historical survey, earlier milestones include Colossal Cave Adventure (1976), Adventure (1980), the Ultima series, which began in 1981, and Elite (1984). The original Grand Theft Auto built on a tradition that was already more than a decade old.

- Grand Theft Auto III: It all starts in Liberty City. With the revolutionary freedom to go anywhere and jack anyone, Grand Theft Auto III puts the center of the criminal underworld at your fingertips, if you have enough guts to take it.
- Grand Theft Auto: Vice City: Welcome to the 1980s. From the decade of big hair and pastel suits comes the story of one man's rise to the top of the criminal pile.
- Grand Theft Auto: San Andreas: Five years ago, Carl 'CJ' Johnson escaped the haze of Los Santos, San Andreas...a city tearing itself apart with gang trouble, drugs, and corruption.
How did GTA help define the modern form?
The original GTA made the city a crime playground
Released on 28 November 1997 and developed by DMA Design, the first Grand Theft Auto was a top-down open-world action game. Its urban crime setting gave players room to move and act outside a conventional, tightly sequenced story. Scottish Games Industry’s listing provides the release date and developer information.

In a retrospective interview reported by GamesRadar+, original GTA writer Brian Baglow recalled that the project began as a cops-and-robbers driving game before becoming what he called a “car-based crime sim and wild sandbox adventure.” That account helps explain how the series’ mix of driving, crime, and player freedom took shape.

GTA III brought the formula into a detailed 3D city
Grand Theft Auto III (2001) was a separate milestone, not the first GTA. Its shift from a bird’s-eye view to a detailed 3D city helped crystallize the modern city-based open-world model. As Game Developer’s discussion of sandbox design notes, the transition mattered alongside the game’s writing and detail. GTA’s influence came from shaping and popularizing this form, not originating open-world design.
Later games kept expanding the setting and mission mix
In its announcement for Grand Theft Auto V, Rockstar described Los Santos as a setting that includes surrounding hills, countryside, and beaches, and presented the game as a new direction in open-world freedom and mission-based gameplay. That is the publisher’s framing of a later GTA example; it illustrates how the series continued to pair a broad setting with missions, rather than serving as an independent assessment of the game.
