Use Betsy’s Wrath, a Hardmode weapon that fires three arcing fireballs. The fireballs explode on impact, and enemies they hit receive the debuff, according to the Official Terraria Wiki.
How do you get Betsy’s Wrath?
Betsy’s Wrath is dropped by Betsy during Tier 3 of the Old One’s Army event. The Official Terraria Wiki and the Terraria Fandom wiki list its drop chance as 25%. The weapon is a post-Golem reward, so obtaining it requires reaching that stage of progression and defeating Betsy in the event.

Is Betsy’s Curse available on every enemy or platform?
