Reshoring is a U.S. company’s decision to bring a production task that it previously performed abroad back to the United States. It makes financial sense only when the company’s complete, risk-adjusted cost over its investment horizon is lower—or creates more value—than keeping the work offshore. A lower overseas factory quote is only one input.
The right comparison includes production, freight, lead time, quality, intellectual-property exposure, customer service, supplier and customer proximity, transition spending, financing, incentives and any measurable market value attached to U.S. production. There is no universal percentage, wage gap or payback period that makes reshoring automatically worthwhile.

What reshoring means—and what it does not
A return of work previously done abroad
The U.S. Department of Commerce’s International Trade Administration defines reshoring investment as a U.S. firm that “previously established a production task in its value chain in an international location and then elected to return some or all of its production back to the United States.” The production task might be assembly, machining, packaging, testing, tooling or another defined step in the value chain. The decision can cover the entire operation or only part of it.

Commerce uses expansion for a U.S. company that chooses to add capacity in the United States instead of building that new capacity in another country. If a company has never performed a task abroad and simply opens a second U.S. plant, that is domestic expansion, not reshoring. Keeping the terms separate matters because a case count that combines them can make the return of offshore work look larger than it is.

Why announcements are not a national tally
Reshoring is difficult to identify systematically. The Commerce review notes that the cases documented in its publication did not show reshoring to the United States or other developed economies as a widespread trend, even though many individual cases were publicly documented. A press release, a selected case study or a new plant opening cannot establish a national success rate or prove that reshoring is accelerating across every industry.
When the financial case can improve
Reshoring is most defensible when the offshore option’s apparent price advantage is offset by costs or risks that a quoted unit price leaves out, or when domestic production creates a measurable commercial benefit. The main drivers fall into five connected groups.
1. Direct production economics change
Compare labor, materials, utilities, facility costs, equipment, maintenance, supervision, financing, taxes and other location-specific expenses. Use current, product-specific data rather than a national average. Automation, process redesign, productivity differences and the mix of skilled and unskilled work can change the labor calculation substantially. The reviewed sources do not establish a universal wage gap or cost threshold.

Freight, insurance, customs work, inventory in transit, buffer stock, expediting and the financial cost of a longer cash cycle belong in the comparison. Add the economic effect of delivery time: a missed launch, a retailer penalty, a production stoppage or a lost sale can be worth more than the nominal freight bill. Quality costs also belong here, including scrap, rework, warranty claims, recalls, inspection and the staff time required to resolve defects.

3. Risk and control have an economic value
Intellectual-property exposure, unauthorized process replication, supplier interruption, geopolitical disruption, port congestion, currency movements and sudden regulatory changes can all alter expected cost. Estimate the probability and impact of events that are material to your operation instead of assigning a vague “risk premium.” Domestic production does not eliminate risk; it can make oversight, legal recourse and engineering collaboration easier in some circumstances.
4. Proximity can improve the network
Shorter distances to key suppliers and customers can reduce lead times, working capital and coordination effort. Engineers may be able to visit a factory more often, and production changes can move through the line faster. These are benefits only if the relevant suppliers, skills and logistics actually exist near the proposed site. A domestic plant that still imports every critical component may capture less value than expected.
5. Customers may value domestic production
“Made in the USA” identity, supply transparency or a preference for domestic sourcing can support a price premium, higher conversion or retention. Treat that value as a testable commercial assumption. Interview customers, review win-loss data or run a controlled offer rather than assuming every buyer will pay more. The Commerce report describes customer preference and domestic-production identity as possible market value, not guaranteed revenue.

| Comparison area | Include in the model | Questions to validate |
|---|---|---|
| Direct production | Labor, materials, utilities, rent or depreciation, equipment, maintenance, supervision, taxes and financing | What is the cost per conforming unit at the planned volume and productivity? |
| Logistics and inventory | Freight, insurance, duties, customs, packaging, inventory in transit, safety stock and expediting | What lead time and service level are required, and what happens when a shipment is late? |
| Quality | Inspection, scrap, rework, warranty, returns, recalls and customer support | Are defect rates measured on comparable products and batches? |
| Risk and control | Expected disruption loss, intellectual-property controls, compliance, cybersecurity and currency exposure | Which events are plausible, and what is their financial impact and probability? |
| Network effects | Supplier and customer travel, engineering iteration, coordination, working capital and response time | Will the proposed site be close to the people and inputs that determine performance? |
| Market value | Documented price premium, conversion, retention, contract eligibility or brand effect | What evidence shows customers value U.S. production? |
| Transition and capital | Facility, tooling, equipment, hiring, training, qualification, duplicate capacity, shutdown and relocation costs | How much cash is required before the first saleable unit? |
| Incentives | Eligible grants, loans, tax credits, technical assistance and state or local support | Is the program open, what are the conditions, and when is the benefit received? |
For each location, calculate annual delivered cost at the required quality and service level. Then add the present value of one-time investment and transition spending, subtract only incentives for which eligibility and timing are confirmed, and include a quantified value for revenue or risk changes. Discount future cash flows using the company’s approved rate. The result is a decision model, not a universal industry benchmark.
A practical reshoring analysis, step by step
- Define the scope. Specify the product family, production steps, annual volume, ramp schedule, quality target, customer geography and the portion of work that might return. Record whether the proposal is reshoring or a new domestic expansion.
- Freeze comparable assumptions. Use the same bill of materials, specifications, service level, warranty policy and forecast period for every location. Document currency, inflation, exchange-rate assumptions and expected productivity by year.
- Collect primary operating data. Obtain supplier quotations, wage and benefit schedules, utility estimates, freight lanes, duty classifications, defect data, inventory policies and facility requirements. Do not substitute an old national average for a current site-specific input.
- Calculate delivered cost. Add production, logistics, inventory, quality and support costs through delivery to the customer. Include the cost of delays, expedites and defects where the data supports an estimate.
- Price risk explicitly. Build scenarios for disruption, currency movement, quality deterioration, demand changes and intellectual-property loss. Show the probability and impact assumptions so management can challenge them.
- Value proximity and market effects. Estimate engineering-cycle time, supplier response, working-capital change and customer revenue effects. Use contracts, customer research or historical operating data; do not treat a domestic label as an automatic premium.
- Add transition economics. Include site preparation, equipment, tooling, hiring, training, qualification runs, dual production, inventory build, severance, relocation and the period before the new line reaches target yield.
- Test the investment horizon. Calculate net present value, internal rate of return and cumulative cash flow over the period management can realistically support. Show the break-even year under base, upside and downside cases. A short-term cost increase can be rational only if later benefits repay it within the chosen horizon and risk tolerance.
- Verify incentives before signing. Confirm the program, application deadline, eligible spending, reporting duties, clawbacks, tax treatment and payment timing with the responsible agency and qualified advisers.
- Run a staged decision. If uncertainty is high, begin with a pilot line, dual sourcing or a limited product family. Set measurable gates for yield, delivery, quality, hiring and customer acceptance before committing the full capital plan.
How to interpret the break-even result
There is no generally valid “reshoring makes sense when domestic labor is within X percent of offshore labor” rule. Break-even is company-specific because volume, automation, freight lanes, product complexity, customer location, defect cost and investment horizon differ.
A simple annual view is:
Annual advantage = offshore delivered cost − domestic delivered cost + verified annual market or risk value.
The domestic option reaches payback when cumulative annual advantage covers its incremental transition and capital spending. If the annual advantage changes with volume, calculate separate break-even volumes rather than applying one unit cost to every forecast year. If a benefit cannot be measured credibly, show it as a sensitivity case instead of embedding it in the base case.

Investment horizon and implementation realities
Commerce’s review of six selected companies found that participants often wanted production, distribution, suppliers and customers closer together. A majority believed long-term benefits would outweigh short-term costs, while also reporting implementation difficulties. That pattern illustrates a time-horizon trade-off; it is not a promised payback period for another company.
Implementation can involve site selection, permits, equipment procurement, workforce recruitment, training, process qualification and customer approval. Plan for a period in which the offshore source remains active while the U.S. operation learns. A rushed cutover can turn a sound location decision into a service failure. Define who owns qualification, what yield is acceptable, how inventory will protect customers and which conditions allow the old source to be retired.

The International Trade Administration’s Manufacturing Incentives Overview Report brings together selected federal and state grants, loans, tax incentives, technical assistance, export financing and state programs. Treat an incentive as zero in the committed case until the responsible program confirms eligibility, award conditions and timing.

SelectUSA identifies an Assess Costs Everywhere framework and an online total-cost-of-ownership tool for comparing manufacturing and sourcing costs and risks. They are useful starting points for organizing assumptions, but management must validate the inputs with current product, site and supplier data. Some SelectUSA data series can lag by up to two years, so check release dates before using them in a live decision.
What published case figures can—and cannot—tell you
The Commerce publication’s 2019 table covers six selected company cases that include reshoring and expansion. Reported investment amounts range from $1.8 million to $90 million, and reported jobs created range from 9 to 160, with one job figure identified as an estimate in the table. Those figures describe individual examples, not a representative sample, a national total or a causal estimate of reshoring’s economic effect.
The report’s conclusion captures the execution risk: “The companies presented in this report did not choose to reshore or expand production in the United States because they believed it to be easy.” It adds that “the companies faced and continue to face many difficulties.” Use the cases to identify possible drivers and trade-offs, not to infer that a similar project will achieve the same investment, job or return profile.
Common analytical mistakes and fixes
- Comparing factory quotes instead of delivered cost: add freight, inventory, duties, quality and service consequences.
- Calling every new U.S. plant reshoring: verify that the production task previously operated abroad.
- Assuming proximity automatically saves money: confirm that qualified suppliers, workers and logistics capacity are available at the proposed site.
- Counting an incentive before approval: model eligibility, timing, conditions and clawbacks explicitly.
- Ignoring transition cash: budget duplicate capacity, qualification, training, ramp losses and the period before stable yield.
- Using selected cases as proof of a trend: label case studies as illustrative and avoid claims about national prevalence.
- Hiding uncertainty in one forecast: publish sensitivity ranges for volume, productivity, freight, defects, exchange rates and disruption.
- Assuming domestic origin guarantees demand: test customer willingness to pay or contract requirements with evidence.
Decision checklist
- Is the proposal a return of an overseas production task, rather than a new domestic expansion?
- Do both locations meet the same quality, delivery and customer-service requirements?
- Are labor, materials, facilities, utilities, logistics, inventory, quality and support costs current and site-specific?
- Have intellectual-property, disruption, currency and compliance risks been assigned transparent probabilities and impacts?
- Are supplier and customer proximity benefits supported by operating data?
- Are any domestic-market benefits documented rather than assumed?
- Does the model include capital, transition, ramp and financing costs?
- Are incentives verified with the responsible agency and modeled with their conditions?
- Does the project meet the company’s required return and payback under downside scenarios?
- Is there a staged implementation plan with measurable gates?
Reshoring makes financial sense when this complete comparison shows that U.S. production creates greater risk-adjusted value over the company’s chosen horizon—not simply when an overseas quote looks expensive. The answer must be recalculated for the specific product, volume, geography, operating model and customer promise.
