Loot boxes and gacha both award randomized virtual rewards, and the terms can overlap. In common usage, a loot box is presented as a container or pack that you open; gacha is presented as a draw or summon. Neither label tells you whether a specific game charges money, what the odds are, or whether the mechanic is legally treated as gambling.
What do “loot box” and “gacha” mean?
Loot boxes: opening a randomized reward
The UK government describes loot boxes as video-game features that can be accessed through gameplay or purchased with in-game items, virtual currency, or real-world money. The player receives a randomized item without knowing the result before opening it. The FTC staff perspective paper similarly describes a loot box as a microtransaction with one or more randomly assigned virtual items of differing value or rarity, while noting that access may also be earned through play.

Gacha: making a randomized draw
Gacha commonly refers to an in-game draw, pull, or summoning action that randomly selects a character or item. It describes the action or mechanic more than the container used to present the reward. The ESRB lists gacha games alongside loot boxes, card or item packs, prize wheels, and treasure chests as examples of randomized in-game purchase elements. It cautions that “Loot box” is a term that doesn’t encompass all types of randomized in-game purchase mechanics.

The distinction is usually one of presentation, not a strict classification: one game may frame a random reward as opening a pack, another as making a pull or summon. A gacha draw can also fit the broad description of a loot box when it awards a randomized reward. These are common usages, not universal formal or legal definitions.

Are gacha pulls basically loot boxes?
Sometimes, in the broad sense that both can deliver virtual items at random. But the terms are not interchangeable in every context: gacha commonly names the draw or summoning mechanic, while loot box commonly names the randomized container or reward-opening experience. The ESRB’s distinction is useful here: loot box is not an umbrella term for every kind of randomized in-game purchase.
Are loot boxes and gacha always paid?
No. A loot box may be earned through gameplay or obtained using in-game value, and it may also be available for real-world money. For gacha, the name alone does not establish how a player obtains a draw. Check the game’s current purchase routes and rules, including whether it offers free attempts, paid currency, or both.

What should you check in a specific game?
The label is less informative than the game’s own disclosures. Before spending, look for the current official explanation of:
- Acquisition: whether attempts are earned, bought directly, or purchased with virtual currency.
- Odds: the chance of receiving each relevant item or rarity, if disclosed.
- Reward pool: which items or characters are available and whether the pool changes.
- Duplicates: what happens when a reward is received more than once.
- Guarantees: whether the game guarantees a reward after a stated number of attempts, and the conditions for that guarantee.
- Controls: what parental controls or spending tools are available.
These details can change with game updates, banners, events, or regional versions, so use the current official disclosures for the specific game rather than assuming rules from another title.

There is no answer that applies to every loot box or gacha system. Legal treatment depends on the jurisdiction and the mechanic, so the labels alone do not establish that a feature is—or is not—gambling.

In the EU, the European Commission says paid loot boxes and other paid random content must meet applicable consumer-information obligations concerning price and main product characteristics. That is EU consumer-protection context, not a universal legal rule. In the UK, government materials discuss possible protections such as probability disclosures, parental controls, and player information; the government also reports an association between loot-box purchases and problem gambling while stating that causality has not been established.
The UK government’s response also describes Japan’s 2012 prohibition of a specific type of loot box under consumer-protection law. That narrow example should not be read as a prohibition on all gacha systems or as a statement of every rule currently in force.
