The strongest answer for a rare armor appearance is a set decorated with the Silence Armor Trim. Minecraft classifies Silence as Epic, and the trim’s Smithing Template is found in Ancient City chests. That makes Silence a strong answer to the question—but it is the trim pattern, not a proven ranking of base armor materials such as netherite.
Why Silence is considered the rarest armor trim
Mojang places the Silence Armor Trim in the Epic rarity category. Its Bedrock 1.21.30 changelog explains that rarity categories indicate how difficult items are to obtain, taking factors such as loot-table chance, travel, obstacles, and item availability into account. An archived Minecraft Wiki reference calls Silence the rarest armor trim and reports a 1.2% chance per Ancient City chest. That figure and the superlative come from the secondary source, not a Mojang drop-rate table; Mojang’s cited notes confirm the rarity category and location, but do not publish that per-chest percentage. Where to find the Silence Armor Trim
Search chests in Ancient Cities for the Silence Smithing Template. Mojang’s Java 1.20 release notes associate both the Silence and Ward Armor Trims with Ancient Cities. The notes establish the location, while the archived wiki is the source for the 1.2% chest figure. Read the Java 1.20 release notes.

A 1.2% chance per chest is not a guarantee that a template will appear after a particular number of chests or cities. Each chest is an opportunity to find it; the quoted percentage should not be read as a fixed search limit.
What the Silence trim changes—and what it does not
The Smithing Template sets the trim’s pattern. The ingredient used when applying it sets the trim’s material and color. The trim can be applied to a helmet, chestplate, leggings, or boots, letting you create a matching set or use the pattern on selected pieces. Armor trims are cosmetic: Mojang’s Java 1.20 notes state, “Armor trims are purely visual with no gameplay benefits.” Silence does not make armor stronger or provide a special combat effect.

No ranking of base armor materials follows from the Silence trim evidence. A rare decorative pattern can be applied to armor pieces, but that does not establish that a complete set made from netherite—or any other material—is the rarest armor set in Minecraft. The distinction is between the rarity of the trim template and the material of the armor itself.
