The framework gives game developers flexible guidance for considering inclusion across four areas: Approachability, Representation, Globalization and Accessibility. It is not a required checklist or certification.
What the framework is—and what it is not
Xbox describes the framework as a way for game teams and the wider games industry to bring more intentionality to product and game design. Its public release in 2024 opened up guidance that Xbox says it had created and evolved internally since 2019. Katy Jo Wright, Xbox’s Head of Gaming For Everyone & Sustainability, announced the release on March 20, 2024.

Wright’s announcement says: “It is important to note that the Product Inclusion Framework is not meant to be a checklist or any sort of mandate of what makes an ‘inclusive game.’” Instead, it is a flexible way to prompt design choices that fit the experience a team is making. Xbox does not prescribe one identical set of features for every game or rank the four areas.
Xbox’s announcement also says two in every five people worldwide play video games. The announcement does not identify the figure’s underlying study or method, so it should be read as a figure attributed to Xbox rather than as an independently validated measurement.

The four Inclusive Growth Doorways
Xbox organizes the framework around four “doorways.” Each addresses a different potential barrier to participation or belonging, and each can inform decisions throughout development.
| Doorway | Barrier it addresses | Intended player outcome | Where a team can act |
|---|---|---|---|
| Approachability | Players may find it difficult to get started or feel welcome, whether they are new or experienced. | Players feel safe and welcome entering the experience. | Consider how players encounter, learn and navigate the game, including how its design welcomes people with different levels of experience. |
| Representation | Players may not see the diversity of player and creator communities reflected. | More people can feel that they belong. | Consider who and what the game reflects in its characters and content, and how those choices may shape players’ sense of belonging. |
| Globalization | A game may feel unfamiliar or disrespectful when presented across different cultural and regional contexts. | Players around the world can feel at home. | Consider local relevance and respect as the experience is adapted for players in different places. |
| Accessibility | Design choices may make a game unplayable or harder to play for people with disabilities. | People with disabilities can play and engage with the experience. | Consider accessibility from the ground up, rather than treating it as an afterthought. |
The doorways are lenses for making and reviewing design choices, not a scoring system. A team can use them to ask which barriers matter for its particular game and what choices could address them.

- Officially Licensed XBOX Controller
- Futuristic-Inspired Design: A sleek shell with a modern, high-tech aesthetic. Features a translucent traditonal D-pad and four precision action buttons for accurate control.
- Symmetrical Analog Sticks: Perfectly balanced for ambidextrous control and ergonomics.
- Hall Effect Joysticks & Impulse: Say goodbye to stick drift! Magnetic sensors deliver ultra-smooth movement, pinpoint precision, and long-lasting durability.
- Customizable Back Buttons: Two programmable rear buttons for on-the-fly customization and competitive edge.
- Identify the experience and its audience. Start with the game being made rather than assuming every title needs the same approach.
- Use the four doorways to surface questions. Ask where players might encounter barriers to getting started, seeing themselves reflected, feeling at home in their region or playing with a disability.
- Turn relevant questions into design work. Use the hub’s Product Inclusion Actions and toolkits to help teams consider concrete choices.
- Revisit decisions as the game develops. Inclusion can be considered across the design process; accessibility, in particular, is intended to be part of design from the ground up.
This is a practical interpretation of the framework, not an official compliance process. Xbox presents the resource as guidance, not a mandate.
A practical accessibility workshop resource
For teams looking for a structured accessibility exercise, Microsoft Learn’s Game Accessibility Workshop Toolkit describes a workshop that introduces inclusive design, engages attendees with players with disabilities through interviews, and uses exercises to apply what participants learn to features in a game under development. Microsoft Learn lists the page as last updated March 3, 2026.

Where to find the official materials
- Microsoft Game Dev’s Product Inclusion Resource Hub is the starting point for the four doorways, Product Inclusion Actions and multilingual toolkit PDFs.
- Microsoft Learn’s Game Accessibility Workshop Toolkit provides a workshop format focused on applying accessibility learning to a game in development.
Xbox’s developer-facing Gaming for Everyone activity has continued beyond the original public release. Its announcement for a GDC Community Networking Lounge described networking and accessibility provisions for attendees at the March 12, 2026 event; that event date has passed.
