Those reports do not establish that every proposal was implemented, or that Roblox applied them globally. Luobulesi’s servers closed in December 2021, while later filings describe continued China-focused work with Roblox Studio and Chinese creators.
How Roblox set up a China version
Roblox’s 2021 Form 10-K says the company entered a joint venture agreement in February 2019 with Songhua River Investment Limited, which it described as a Tencent affiliate. Roblox reported holding a 51% stake. In December 2020, Tencent received a publishing license from China’s National Press and Publication Administration for a localized Roblox client called Luobulesi. This arrangement distinguished Luobulesi from Roblox’s global service: Tencent was the licensed publisher of the localized client. The available filings do not provide a complete feature-by-feature comparison between the two versions.

What the leaked materials reportedly proposed
In July 2022, PCGamesN and Vice/Motherboard reported on leaked internal presentations and policy materials dating to 2017 and 2018. Their accounts described plans for adapting a China version to local requirements, including how national territory was depicted, restrictions on content, local identity checks, China-only data storage, localization and security measures. These are reported proposals in leaked planning materials; the coverage does not establish that every measure was implemented.

The regulation in force when Luobulesi launched
On August 30, 2021, China’s National Press and Publication Administration issued a notice limiting online game services for minors to 8–9 p.m. on Fridays, Saturdays, Sundays and statutory holidays. It also required real-name registration and login. That is the rule as stated in the 2021 notice; it provides regulatory context, but does not by itself explain Roblox’s later decision to close Luobulesi’s servers. NPPA notice, August 30, 2021

Why the Luobulesi service closed
TechCrunch reported that Luobulesi’s servers closed on December 8, 2021, five months after launch. The outlet cited Sensor Tower’s estimate of 1.7 million installs from China’s App Store before the app was removed. That figure is a third-party estimate reported by TechCrunch, not a Roblox-reported total.
The available reporting establishes the closure date and the scale estimate, but does not establish that the August gaming restrictions or any one leaked proposal caused the shutdown. Vice/Motherboard’s reporting

What Roblox’s later China work means
Roblox did not describe its China activity as simply ending. Its 2024 Form 10-Q discusses Luobu work focused on localized Roblox Studio and Chinese creators. The filing points to ongoing creator and development activity, rather than evidence that the Luobulesi consumer client reopened. Roblox’s 2024 Form 10-Q
Roblox’s current materials also describe region-specific controls. Its support page says features such as monetization, trading, communication or content may be restricted by region, and that content may be suppressed in a region when it violates local law even if it does not violate Roblox’s global Community Standards. Its Terms of Use include a China appendix covering user-generated content made by creators using Luobu Studio. These current policy materials explain present regional practices; they do not retroactively prove that every idea in the leaked documents became policy.
