The game makes that political conflict personal by casting the player as a foreign mercenary pilot fighting for Ustio.
What does the Belkan War mean in the Ace Combat storyline?
In the Strangereal setting, the Belkan War is both a turning point in Ustio’s history and the campaign that gives Ace Combat Zero its central conflict. Bandai Namco’s official chronology describes Belka’s far-right government launching an invasion amid economic hardship and a drive to secure natural resources. Ustio, a former Belkan territory, is overrun and then fights back with help from Osea and other allies.
For the player, the war is not presented chiefly through leaders or maps. You fly as a mercenary serving the invaded country, linking the broader events to a small unit’s missions. That framing makes the story about invasion, coalition warfare, liberation, and a settlement that favors the victorious Osean side.
Why did Belka invade Ustio?
Bandai Namco’s official overview says Belka’s far-right government sought natural resources and a way out of years of economic hardship. That is the stated motive in the game’s official account; it is not a real-world historical explanation. The chronology places the outbreak of the war on March 25, 1995, in Strangereal’s fictional timeline.

How does Ace Combat Zero make the war personal?
Bandai Namco’s product page identifies the player as a pilot in the 66th Air Force Unit’s Galm Team, a battalion of foreign mercenaries formed after Ustio loses most of its territory. The official chronology names Cipher as the ace mercenary pilot whose efforts help liberate Ustio.
This perspective puts the player on the side of an invaded country without making the protagonist a national leader. Galm Team’s missions give the player a direct role in Ustio’s resistance while the larger war continues around them. That is an interpretation of the game’s official setup, rather than a quoted statement from its developers.
