Add extracted mod files, enable Enable Custom Content and Mods in Game Options > Other, then restart the game. EA’s mod installation guide confirms that you can create the folder yourself.
How to create the Mods folder and install files

Open the
Electronic Arts > The Sims 4folder in the Documents location used by the game. The usual path isDocuments > Electronic Arts > The Sims 4. If Documents is redirected or synced, use the location containing the game’s active user-data folder. -
Inside
The Sims 4, create a new folder named exactlyMods. It should sit alongside the game’s other user-data folders, not inside the game’s installation directory. EA explicitly says to create the folder if it is missing. -
Move the mod files into
Mods. Start The Sims 4 and open Game Options > Other. Check Enable Custom Content and Mods, apply the change if prompted, and relaunch the game.
If the folder exists but mods do not appear

Check the folder location: the game reads the user-data
Electronic Arts > The Sims 4folder, not a similarly named folder under the game’s program-installation directory. The EA Forums guide How to Use Mods and CC describes the usual Documents location and this distinction.Rank #2

Confirm Enable Custom Content and Mods is checked under Game Options > Other, and restart the game after changing the setting.

Platform and update limits
EA supports mods on PC and Mac; they are not available on PlayStation or Xbox. EA also cautions that it does not pre-screen, endorse, or provide support for specific mods or custom content, so download from a trusted creator and use mods carefully.
Game updates can disable mods or leave them incompatible. Before enabling mods again after an update, check the creator’s compatibility information; creators may need time to update their files. See EA’s guidance on mods, game updates, and error codes.
