- Electronic Gadget: Operations Room, Police Station 1F. It needs a Battery to function as a Detonator. Item reference

How to use the Battery
- Collect the Electronic Gadget in the Operations Room on 1F.
- Collect the Battery in the S.T.A.R.S. Office on 2F.
- Open your inventory and combine the Battery with the Electronic Gadget. The result is the Detonator.
- Go to the C4 barricade in the West Storage Room on 3F and use the Detonator. The blast opens access to the Maiden Statue. Walkthrough
Get the Maiden Medallion
Once the barricade is cleared, interact with the Maiden Statue and enter the symbol sequence for your scenario. PowerPyx lists different sequences for the main scenario and the B scenario:

Is the Battery used for anything else?
The Battery is an in-game key item, not a request to find or buy a real-world 9V battery. The documented use is to combine it with the Electronic Gadget and create the Detonator; no other use is established by the cited item references.
