The guides also report improved starting weapon levels when a corresponding Suikoden I weapon is within levels 12–16. They do not support a promise that every returning character’s weapon will arrive at level 16. If you want to pursue this bonus, sharpen the weapons of the returning characters you care about before making the save you plan to import.
Which equipment should you have equipped?
Only limited, character-specific equipment carryover is supported by the cited guides. They report that some gear worn by Tir can transfer, and specifically mention Windspun Armor for Humphrey when he has it equipped in Suikoden I.
