Wizards says to build a 40-card sealed deck from the pack contents and any number of basic lands; its contents list does not say basic lands are included.

Wizards’ Reality Fracture collecting article also lists the same four items. The promo is described by treatment, not as a guaranteed specific card.
Can you build a sealed deck with it?
Yes. The Prerelease Guide says to build a 40-card sealed deck from the pack’s contents and any number of basic lands. Forty cards is the deck size, not the number of cards in the pack. Basic lands are part of the deck-building instructions, but they are not listed as an item inside this Prerelease Pack.

Wizards describes Prerelease events as casual gatherings for players of all skill levels. The pack is given when you register for the event, according to the guide.
Do Prerelease Pack contents change by set?
They can. The core items recur in the examples below, but that does not establish a universal contents list or guarantee the same promo treatment for every set.

For a different release, check that set’s official Prerelease Guide for its booster count, promo description, and accessories instead of assuming the Reality Fracture list applies.

No. The Prerelease Guide describes the pack as an event-registration item. Wizards separately documents a 30-pack Reality Fracture Play Booster box as a distinct product. The official pages cited here do not establish that the Prerelease Pack is sold as a standalone retail product.
