The exact hour is attributed to that report; the official Bandai Namco pages cited here establish the launch date and game-release schedule, not the review-embargo hour.

The embargo date is also reflected in The Washington Post’s February 23 review-in-progress. Reviewer Gene Park wrote that he had played the game for more than 40 hours after receiving it in advance of the review embargo. How the review embargo differed from the game’s release
The embargo controlled when reviews could be published; it did not determine when players could start the game. Elden Ring launched on February 25, 2022. Bandai Namco’s launch announcement confirms the date, while its global release-timings page gives regional and platform-specific game unlock information. Those unlock times are separate from the review embargo.
