After that scene the trio separates. Raikou and Entei roam Johto routes and have to be tracked down, while Suicune is a story-gated battle at Tin Tower. All three encounters are level 40 according to the walkthrough and reference pages covered below.
Step one: the Burned Tower trigger
Every route to the three beasts starts in the same place. The sequence in Crystal runs as follows:

- Travel to Ecruteak City and enter Burned Tower.
- Go down to the basement.
- Approach the three Pokémon. They flee when the event triggers, which is what sets up the rest of the hunt.
Once this scene has played, Raikou and Entei become roaming encounters and Suicune follows its own Crystal storyline.
Raikou and Entei: roaming encounters
Raikou
Raikou appears on Johto routes after the Burned Tower scene and is level 40. It does not stay at one fixed route, so you need to check where it is each time you travel. Once you have registered Raikou, its entry in the Pokédex shows the areas where it has been seen, which is the most practical way to narrow down its current route.

Entei
Entei also roams Johto after the Burned Tower scene and is level 40. Its location changes as you move between routes, so it will not be waiting at a single spot. Like Raikou, it is best tracked through the Pokédex area information once it is registered.
Suicune: the story-gated Tin Tower battle
Suicune is not a roamer in Crystal. It appears in the story and is then fought in a fixed battle. The GameFAQs walkthrough gives this sequence:

- After the Burned Tower scene, find Suicune north of the residences in Cianwood City.
- Find it again on Route 46, east of Ecruteak near Mt. Mortar.
- Defeat Pryce and remove Team Rocket from the Radio Tower. This earns the Clear Bell.
- Return to Ecruteak City, enter Tin Tower, and defeat the Wise Trio.
- Suicune’s battle takes place at Tin Tower, once the Wise Trio gate is cleared.

Catching cautions
- Expect escapes. Raikou and Entei can run on their first turn or use Roar to end an encounter.
- Damage carries over. Their HP and status persist between battles, so an early meeting still helps. Wear the target down carefully without knocking it out, then keep tracking it on later routes.
- Sleep helps. A sleeping target is easier to work with, according to the GameFAQs walkthrough.
- Save before battling. A defeated legendary does not respawn, so treat each encounter as a one-time chance and avoid knocking it out unless you are ready to lose it.
Differences from Gold and Silver
Guides for Gold and Silver may describe Suicune as a roamer. The sequence above applies to Crystal, where Suicune is tied to the Tin Tower story and is not a roaming encounter. If you are following a Gold or Silver guide, check which version it covers before using its route notes.
