The biggest standard settlement build area in Fallout 4 is Spectacle Island. The Gamer Guides settlement database describes it as having the largest build area of all settlements. You cannot use it right away, though: you have to restore power to its circuit breaker and defeat the mirelurks that live there before you can claim it.
Spectacle Island: the largest standard build area
Spectacle Island is the most clearly supported answer to the question. The Gamer Guides database ranks it first on build area, and the Prima Official Game Guide independently highlights its size, noting that its mirelurks must be killed to unlock the island’s full potential (Prima Official Game Guide).

Plan on a mid-game visit. Claiming the island requires two things:
- Restore power to the circuit breaker on the island.
- Defeat the mirelurks that occupy it.
What “biggest” can mean
The word covers three different things in Fallout 4, and the answer changes with each one.

- Largest feeling of open space or a particular style: Starlight Drive-In, which the Prima guide describes as very large, and Vault 88, which offers a large, customizable vault environment through Vault-Tec Workshop content. Neither source measures its usable footprint against Spectacle Island.
- Largest workshop budget: Bethesda’s Virtual Workshops, which are separate simulated worldspaces rather than ordinary Commonwealth settlements. This is covered in its own section below.

Two details are worth keeping separate. Bethesda’s Far Harbor feature called the add-on the largest landmass it had created for an add-on at the time. That describes the DLC’s world, not the build boundary of any one settlement there.

Virtual Workshops: a different kind of “biggest”
Bethesda’s official Virtual Workshops feature (dated November 21, 2019) offers separate simulated spaces with large workshop areas, large budgets, and an “unlimited crafting mode.” You need a VR Pod wired to power and a Workshop Terminal to use them. Bethesda describes several virtual settings, and it says that the Grid World has “the biggest budget of the virtual workshops” and is “a large, wide-open virtual realm perfectly suited for any workshop architect” (Bethesda: Fallout 4 – Virtual Workshops Coming Soon).
That ranking concerns the workshop budget inside the virtual feature. It does not make Grid World a larger standard settlement than Spectacle Island.

Raising the build limit with mods and console commands
Third-party mods and PC console commands can change workshop budgets or settlement boundaries, but they are not part of the base game. Two Nexus Mods pages show the approaches:
- Workshop REF Fixes – Increased Build Limit documents console commands for reading and setting budget values. Its author warns that building more objects can hurt performance.
- Build High – Expanded Settlements 5.0 describes expanded settlement areas and height limits.
Both pages describe the author’s own implementation. Results depend on your game version, platform, and mod setup, and neither page is an official guarantee of compatibility or performance. Before you change anything:

- Confirm that the platform-specific instructions still apply to your setup.
- Expect that a higher displayed cap does not guarantee stable performance in a large base.
What the evidence does not establish
No published, reliable numerical comparison of standard settlement build areas is available, and no current vanilla budget cap is established for each settlement. The sources do not give square footage, object counts, or a settlement-by-settlement numerical ranking. Spectacle Island’s top position is a qualitative ranking from the Gamer Guides database, not a measured figure.
