For the clearest buyer protection, buy a game directly from the Steam Store. If you want to compare third-party Steam key retailers, Fanatical and Green Man Gaming are two examples that say they source games through publishers or licensed distributors. Those are retailer claims, not independent audits or a guarantee that every listing will work. Before paying, confirm the exact activation platform, regional restrictions, seller, and refund terms.
Which sites are worth considering?
Steam Store
Buying directly from Steam avoids the uncertainty of a third-party key listing. Steam’s refund policy applies to eligible Steam Store purchases under its stated rules, including its purchase-window and playtime conditions. Valve explicitly says it cannot refund purchases made outside Steam, including third-party CD keys and Steam Wallet cards: Steam Refunds.

Fanatical says its games are officially licensed and sourced from official publishers. The company also reports that it has sold more than 145 million keys to customers in over 200 countries. Those are Fanatical’s own scale figures, not an independent measure of safety or proof that a particular key will activate in your region. Green Man Gaming
Green Man Gaming says it sources games from official publishers and distributors and that every game it sells comes directly from publisher partners. This is the retailer’s statement, not an independent audit of every listing. Review the product page and the retailer’s refund policy before buying.

How to check a Steam key listing before you buy
- Confirm the activation platform. Make sure the listing specifically identifies Steam as the activation platform; a PC game is not necessarily a Steam key.
- Check regional restrictions. Read the listing’s country or region activation notes and confirm they include your location. Do not assume a key sold on an international site activates everywhere.
- Check who is selling it. On a retailer’s own store, verify that you are buying from that retailer and review its sourcing and support information. Be more cautious with marketplace listings where a separate seller supplies the key.
- Read the refund rule before revealing the key. Find out whether disclosure or activation changes your eligibility, and how soon you must contact the seller if the key does not work.
- Compare the total price with Steam. A lower price may be useful, but weigh it against the retailer’s refund and support terms rather than treating price alone as proof of a good deal.
Why unusually cheap keys from trading or marketplaces carry risk
Steam warns that CD keys offered through trades may be for a different game, fake, already used, or region restricted. Its guidance is specifically about keys offered in trades; it does not establish that all third-party retailers or marketplace listings are fraudulent. Steam does not publish a fraud rate in the cited guidance, so a precise likelihood of receiving a bad key cannot be inferred.
A Steam key bought outside Steam is also not covered by Valve’s third-party purchase refunds. If a key is revoked, Steam Support directs people who bought it from a third party to contact the seller for recourse: Steam Support: CD Keys.

What to know about refunds
Refund rights depend on where you bought the key and what you have done with it. Valve’s Steam refund policy covers eligible purchases made through Steam; Valve says it cannot refund third-party purchases such as CD keys. For a key bought elsewhere, the retailer’s own terms matter.
- Fanatical: Its policy says refund eligibility is generally lost after a key has been revealed or activated, except where there is a technical problem. Read the current terms and conditions before exposing the key.
- Green Man Gaming: The company describes refunds or credit as discretionary and considered case by case. Its policy lists conditions including making the request within seven days and keeping the key undisclosed and unactivated. Check the current refund policy for the full terms.
Policies can change, so check the live terms for the exact retailer and listing before purchase. If an issue arises, keep the order confirmation and contact the retailer that supplied the key.
