The bailiff in Merhojed is Melichar. For the first conversation in Questions and Answers, find his house across the street from the stables. Later in the quest, he may be walking around the village, so follow the active objective marker.
Where to find Melichar’s house
During the initial “Ask the local bailiff about the situation” objective in Questions and Answers, go to the house just south of the stables, across the street. The game marks Melichar on the map for this objective. PowerPyx’s Questions and Answers walkthrough gives the same landmark-based directions.
Make sure you are looking for the house rather than entering the stables: Matthias is inside the stables, while Melichar lives across the road. Melichar’s character entry identifies him as Merhojed’s bailiff.
If Melichar is not at home
When Questions and Answers later sends you to speak with him again, Melichar may be walking around the village instead of standing at his house. Use the main objective marker to locate him. If you do not see it, turn on the waypoint markers for Questions and Answers. The quest walkthrough describes this later movement.

Why the conversation may take a different turn
Melichar’s conversation also connects to the Pestilence side quest. The village crisis can shift his attention away from the captive-bandit inquiry, so the interaction may not proceed like a straightforward interview. Your next step depends on the objective currently shown in your journal.
