Shady Sam: the early-game merchant
Shady Sam is the most direct option if you want lockpicks without progressing a faction quest. Look for him outside the Imperial City walls near the Chestnut Handy Stables. PC Gamer and PowerPyx each report a stock of 30 lockpicks.
The guides disagree on how quickly that stock returns: PC Gamer describes a daily refresh, while PowerPyx says it takes 72 in-game hours. The exact interval is therefore not established consistently; check his inventory again later rather than relying on a precise timer.

Thieves Guild recruitment
PowerPyx reports that Armand Christophe sells lockpicks for 5 gold during the recruitment quest. Bethesda Support confirms that joining the Thieves Guild is required to fence stolen goods and places Armand in the Imperial City Waterfront District at midnight in-game. That official location information does not establish his lockpick stock, so treat the price and inventory as a game-guide report.

Fences and enemy drops
Guild fences are another possible merchant route later in the Thieves Guild progression, but the cited guides do not establish an exact lockpick inventory for them. If you do not want to buy picks, enemies can also provide them as loot: GameSpot identifies bandits as possible carriers and says goblins are more likely to have lockpicks.
