The tier you can earn depends on difficulty: community-maintained mechanics information maps Average to Master-Crafted, Substantial to Artificer, and Ruthless, Lethal, and Absolute to Relic. You can also trade lower-tier data up at the Battle Barge Armoury, so Relic data does not require beating the hardest Operations.
Where to find Armoury Data during Operations
Armoury Data can appear at predetermined pickup locations during Operations. Check side paths and likely collectible spots as you move through a mission; it is not simply awarded for completing the Operation. A community-maintained wiki also reports that a Terminus-level enemy may drop Armoury Data, providing another possible source.
Collected data is credited only after a successful Operation, according to the same wiki. If the run fails, the pickups do not count. Spawn points vary by map, and the available information does not establish exact locations for every Operation, so do not assume a single route will work across missions.
Which difficulty gives each Armoury Data tier?
The following difficulty-to-tier mapping is reported by the community-maintained Space Marine 2 wiki; consult the current in-game information if exact reward tuning matters.

The cited mapping does not specify a tier for Minimal.
How to get Relic Armoury Data without the hardest Operations
Use the Armoury Data Refinement workshop in the Battle Barge Armoury to exchange lower-tier data for higher-tier variants. Space Marine 2 Patch Notes 6.0 say the exchange lets players “get relic armoury data without having to beat higher difficulties.” Focus Entertainment’s Datavault update announcement also describes trading Armoury Data for rarer tiers or Requisition Points.

The official update information does not give exchange rates. Check the current workshop options in-game before deciding how much lower-tier data to spend; later updates may change the mechanics.
Choose a route based on your target tier

Armoury Data and Requisition Points are different currencies
Armoury Data is used in the Armoury for weapon upgrades and related progression. Requisition Points are a separate currency; Saber Support lists both among the currencies used for Armoury purchases, including perks, weapon upgrades, and heraldry. The Refinement workshop also lets players sell Armoury Data for Requisition Points, according to Patch Notes 6.0.
