The TM list published by Psypokes gives that sector-level location and shows TM108 at 360 Mega Shards. It does not give a street-level route, so the guidance below stops at the sector.
Where the TM vendor is
Psypokes’ Mega Dimension TM list places the vendor in Vert Sector 7. That is the reliable part of the answer. The same list does not describe a landmark, alley, or exact spot inside the sector, and no verified route was available, so treat anything more specific as unconfirmed. Once you are in Vert Sector 7, look for the vendor using the in-game map and your own exploration.
What TM108 costs
The Psypokes list gives TM108 a price of 360 Mega Shards. That single figure is an example from the list, not a statement that every TM sold by the vendor costs the same. Check the price in the shop before you buy.
What you need to access the DLC
Nintendo Support states that Mega Dimension is compatible with Pokémon Legends: Z-A and the Nintendo Switch 2 Edition. The DLC cannot be played on its own. The console must also have a copy of Pokémon Legends: Z-A.

If you already own the base game, you only need the Mega Dimension content on the same system. If you do not own the base game, you will need it before the DLC and its TM vendor are reachable. Nintendo’s store listing shows a physical Nintendo Switch 2 Edition bundle that includes Mega Dimension, which is one way to get both. Check the listing for current availability in your region.
How many TMs the DLC adds
Pokémon Database lists the TM totals below. These are figures from a fan-maintained reference database, not an official Nintendo statistic.

Pokémon Database also reports that TMs can be used multiple times. That is a listed game mechanic, so you do not need to buy a TM again to use it on another Pokémon.
