Xûr was at Watcher’s Grave on Nessus. From the Watcher’s Grave transmat zone, travel north toward the area exit and find the large tree with pink moss; he was standing on its broad branch. This location comes from GameSpot’s guide published April 7, 2023.

When Xûr was available that weekend
GameSpot described the April 2023 visit as beginning at Friday’s daily reset, 10 a.m. PT / 1 p.m. ET, and lasting until Tuesday before reset. Bungie’s Tower help page gives general Friday-to-Tuesday-before-reset guidance for Xûr, but does not verify this historical inventory.

Bungie later changed Xûr’s offerings in the Edge of Fate update. He no longer sells Legendary armor, and his weekly stock now includes two Exotic armor pieces per class and three Legendary weapons per slot, along with other changes. Those later rules are separate from the April 2023 stock listed above; consult Bungie’s Update 9.0.0.1 for the later shop changes.
