Several require a specific time, story milestone, dialogue choice, or successful theft before their NPC or trigger appears. Use the Encounter journal list to track these five quests; the region’s separate Experience list is reported as having 22 entries, so finishing the Encounters alone does not complete that category.
Check which Heaven’s Pier list you’re completing
Encounters and Experiences are separate journal categories. To check the Experience list, open Menu > Journal > Sentient Beings > Heaven’s Pier > Experience. A Heaven’s Pier Experiences guide dated August 8, 2026 reports a complete list as 22/22; that is a guide-reported checklist count, not the Encounter total. The five Encounters below are the local quest list.
All five Heaven’s Pier Encounters
A Toast to Destiny: Part I
Find the Lone Drinker in Heaven’s Pier’s main settlement and speak with him. When prompted, offer good wine. The encounter guide says another response will not start this quest. Part II also exists, but Part I is the entry required for Heaven’s Pier’s Encounter counter.
Tales That Soar
Go to the central gathering area and approach Old Jiang while he is telling stories to a crowd. Follow the conversation and investigate his claims through the dialogue choices. He usually appears in the evening, according to the encounter guide. If he is absent, advance the in-game time or relog, then return.

Her Legacy
Complete Chapter 1: Heaven Has No Pier first. Then return to Heaven’s Pier and enter the Brewery area on foot to trigger the Encounter; fast-traveling nearby is not enough. The quest continues as a longer chain, but it counts as one Heaven’s Pier Encounter.
A Drastic Cure
Visit West Heaven’s Pier near the riverside during late night, between the Zi and Yin hours. Look for Qian Feifei kneeling beside a small bonfire among paper money, then speak with him. If he does not appear, leave the area, advance time, and come back. The encounter guide also suggests that nearby Wandering Tales may affect the spawn.

Little Shadow of Moonveil
First use Celestial Seize to successfully steal specific vendor items elsewhere. Then return to Heaven’s Pier and approach Tong Xiaoyun, across from Yuan Tiantian’s stall, around the shadow or rooftop area. The trigger depends on the theft having succeeded; simply attempting Celestial Seize is not enough.
If an Encounter does not appear
Check the missing quest’s condition before repeatedly searching the area. The encounter guide recommends these checks:

- Open Quest > Encounter and make sure you are checking the Encounter tab rather than another quest category.
- Advance the in-game time and revisit the location; for an NPC who remains absent, leave the area or relog before returning.
- Confirm any story prerequisite. Her Legacy requires Chapter 1: Heaven Has No Pier to be complete.
- For Little Shadow of Moonveil, verify that Celestial Seize successfully stole the required vendor item.
- For A Drastic Cure, try the late-night Zi-to-Yin window at West Heaven’s Pier and check whether nearby Wandering Tales are active.
NPCs can also move or offer different dialogue after the village’s Chapter 1 burning. For the separate Experience checklist, its guide recommends changing the time, leaving and returning, and exhausting available dialogue when an NPC or entry seems unavailable.

Keep the Encounter journal counter open as you start each quest and confirm all five entries there. If you are also aiming for regional completion, check the Experience list separately at Menu > Journal > Sentient Beings > Heaven’s Pier > Experience. A broad regional completion percentage combines other content too, so it does not by itself establish that either list is finished.

The official Where Winds Meet interactive map describes itself as an exploration companion, but its landing page does not establish that it contains Heaven’s Pier Encounter pins. Use it as a general location aid rather than as confirmation of these quest triggers. The encounter conditions and the 22-entry Experience count above come from separate published game guides: Nerd’s Chalk’s Encounter guide was updated January 2, 2026, and the CloudsPress Team Experience guide is dated August 8, 2026. Check the in-game journal if a later update changes a trigger or count.
