Netherite Upgrade Smithing Templates can appear in chests in all four Bastion Remnant layouts: Bridge, Hoglin Stable, Housing Unit, and Treasure Room. Treasure Room Bastions are the sure thing: each contains two templates.
Which bastion layouts can have upgrade templates?
Mojang’s Java snapshot notes say Netherite Upgrade Smithing Templates can be found randomly in chests in all Bastion Remnants. That includes every layout, not just Treasure Rooms. The official notes do not state an exact chance for the non-Treasure-Room layouts.

Is every bastion guaranteed to have a template?
No. The guarantee applies to Treasure Room Bastions: each has two. Other layouts can have templates in their chests, but the official sources cited describe this as random and do not publish a percentage chance. Treat claims such as a fixed 10% chance as unverified rather than an official, version-independent rule.
What to do with a Netherite Upgrade template
The template is consumed when used to upgrade equipment. You can copy one instead of relying on another bastion find: the recipe uses an existing template, seven diamonds, and one block of the template’s material—netherrack for the Netherite Upgrade template—and yields two templates. Mojang documents the smithing-template system and recipe in its Java snapshot notes.

The rule was documented in Java snapshot 23w04a, repeated in the Java 1.19.4 release notes, and confirmed for Bedrock in the Trails & Tales update notes. These are official 2023 sources; they establish the rule for those releases, not a guarantee that loot tables cannot change in later updates.
