No one has published a verified, all-platform count of Overwatch players by country, so no country can be proven to play the most. Blizzard’s public player milestones are global totals or broad regional splits. The country rankings you may have seen come from a Steam reviewer sample and from modeled estimates, and neither measures the full player base.
Why there is no official country leaderboard
Blizzard has released player milestones for Overwatch and Overwatch 2, but none of them break players down by country. The two most cited announcements are:
- June 2, 2016 (original Overwatch): Blizzard reported more than 7 million players and more than 119 million combined hours of play since launch. The announcement gave no country breakdown.
- October 14, 2022 (Overwatch 2): Blizzard said the game had more than 25 million players in its first ten days after launch, and that its daily player base was spread roughly evenly across EMEA, Asia, and the Americas. The announcement named no leading country. It describes a launch window, not current activity.
Regional groupings such as EMEA are too broad to answer a country question. “The Americas” alone contains dozens of countries with very different population sizes and play habits.
Competitive rankings are regional, not national
Ranking systems are sometimes assumed to reveal where players live. In a 2017 WIRED interview, then-game director Jeff Kaplan explained that Overwatch’s competitive setup was built around regions rather than countries. He said: “We don’t have anything that’s on a country by country basis,” and added: “What we have in Overwatch is a top 500 system that’s regional based.” His comments were about how rankings were organized at that time. They do not state whether Blizzard tracks country data internally, and they say nothing about current player counts.

The Steam reviewer sample
SteamPulse, a third-party Steam tracker, reports a country breakdown for the public reviewers of Overwatch whose profiles display a country. In that sample, the leading countries are the United States, the United Kingdom, and Saudi Arabia.
This is a sample of people who wrote Steam reviews and chose to show their country on their profile. It excludes players who do not review, players who do not list a country, and everyone who plays Overwatch on other platforms. A high share of reviews from one country reflects reviewing habits and profile settings as much as where people play.

Modeled estimates are not player counts
SteamPulse also publishes modeled relative shares for player regions, followers, and wishlists. The tracker states that, apart from the visible-country reviewer view, these figures are modeled weights rather than verified account locations or country-level user counts. They should be read as an indication of relative interest on Steam, not as the number of people playing in each country.

| Question | What to check | What the current public sources show |
|---|---|---|
| Platform coverage | Does the figure cover PC, console, and every other platform, or only Steam? | Steam-only data cannot establish a cross-platform total. The Blizzard milestones do not specify platform splits by country. |
| Population measured | Are the people reviewers, followers, wishlist adds, or active players? | The SteamPulse country sample covers public reviewers with a visible country. Followers and wishlists are a separate measure. |
| Data type | Is the number observed (a profile field) or modeled (an estimated weight)? | The reviewer country view is observed; the regional, follower, and wishlist shares are modeled. |
| Geographic granularity | Does it name a country or only a region? | Blizzard’s 2022 split is by region (EMEA, Asia, Americas). Only the Steam sample names countries. |
| Date | When was it measured? | The Blizzard milestones are from 2016 and 2022 and describe launch periods, not today. |
What you can and cannot say
You can say that Overwatch has a large global player base, that Blizzard’s official figures are global or regional, and that the Steam reviewer sample is led by the United States, the United Kingdom, and Saudi Arabia. You cannot say that any one of those countries has the most Overwatch players. Likewise, you should not infer active player numbers from Steam review proportions, follower shares, website traffic, esports prize winnings, or the nationality of professional players.
Overwatch is listed as free to play on Steam, which means a large share of its players may never buy anything. That makes purchase data an unreliable proxy for player location, though it is one more reason that a verified country count is unlikely to be published from outside Blizzard.

If Blizzard later publishes country-level figures, they would need to be checked against the same five questions above before being treated as a ranking.
Bottom line on the country question
The honest answer is that the public record does not identify the country that plays Overwatch the most. Blizzard publishes global and regional milestones, and the only country-level data available comes from a Steam reviewer sample and modeled estimates, each limited in scope. Any article or chart that names a single top country is presenting a partial picture as a complete one.
