There is no single confirmed winner. In Pokémon lore, Palkia is tied to space and Dialga to time; that distinction does not establish which would defeat the other, or Giratina. In a game battle, the answer depends on the game, the Pokémon’s form, and the rules being used.
What does the lore say?
The official Pokédex identifies Palkia as Water/Dragon and describes its ability to distort space, as well as its place as a deity in Sinnoh-region mythology. The official Pokémon Legends: Arceus website says Origin Forme Palkia can “warp, destroy, and create space itself” and names Spacial Rend as its signature move.
The same official Legends: Arceus website describes Origin Forme Dialga as able to “warp, destroy, and create time itself.” It also says Dialga’s signature move, Roar of Time, generates enough energy to distort time. The Pokémon Company’s announcement likewise presents Dialga as controlling time and Palkia as distorting space, both as deities in Sinnoh mythology.
Those are different, parallel powers—not a stated ranking. The cited descriptions do not say that time overcomes space, or that either Pokémon would win a direct contest. They also do not provide comparable evidence here to rank Giratina alongside them, so declaring Giratina the strongest would go beyond what these sources establish.

Who is stronger in a Pokémon game?
A battle verdict needs a specific game and ruleset. Forms, available moves, abilities, items, levels, team support, and battle format can all affect the comparison. Without holding those conditions constant—and comparable evidence for all three—there is no supported universal ranking.
In Pokémon Legends: Arceus
The game’s battle system makes action order and move choice part of the calculation. The official gameplay explanation says stats and other factors affect how many actions a Pokémon gets and when it acts. Agile Style can bring a Pokémon’s next action sooner while reducing move power; Strong Style increases move power while reducing action speed. A claim about the strongest Pokémon in this game therefore needs to specify how those mechanics and the Pokémon’s forms are being compared.

In Pokémon Sword and Shield
The Pokémon Company’s Sword and Shield strategy guide highlights Dialga’s Steel/Dragon defensive typing and a Dynamax-oriented strategy. That advice illustrates how game mechanics and battle format shape a Pokémon’s strengths; it is not a head-to-head verdict against Palkia and Giratina, or a ranking for other games.
How to make a fair three-way comparison
Before calling one of them the strongest, define the contest:

- Game and format: Name the game and whether you mean a story battle, a particular battle mode, or a competitive ruleset.
- Forms: State whether standard forms, Origin Formes, or any other forms available in that game are allowed.
- Criteria: Decide whether “stronger” means stats, type matchups, moves, abilities, or results under a particular set of rules.
- Battle conditions: Specify levels or scaling, items, team support, and any other conditions that could change the outcome.
The available official material does not provide a comparable stat table or controlled head-to-head test for all three Pokémon. A numerical ranking—or a claim that one wins in every game—would therefore be unsupported.

For lore, call Palkia and Dialga powerful in distinct domains: space and time. For gameplay, name the game, form, and rules before giving a winner. For a complete three-way verdict, comparable evidence about Giratina and the chosen battle conditions is needed; the sources cited here do not settle it.
