The right choice depends on which kind of server you mean. For game downloads and updates, start with the Download Region closest to you and test nearby alternatives if speeds are poor. For multiplayer, choose based on low, stable latency to the game server you will actually play on, using whatever server browser or matchmaking controls that game provides.
First, decide which kind of server you mean
The phrase “Steam server” covers three different things, and each one is controlled in a different place:

- Content servers deliver game files, patches, and updates. Steam’s support guidance says it “attempts to select the best content server based on your location,” and you can influence that choice through the Download Region setting.
- Game servers host multiplayer matches. The relevant server is the one the game’s matchmaking or server browser places you on, so the decision is made inside each game.
- Dedicated servers you host yourself are a separate task entirely, covered at the end of this article.
If you are trying to fix a slow download, read the next section. If a match feels laggy, skip ahead to the multiplayer section.
Choosing a download region
Steam’s download region is a client setting, not a property of your account or store country. To view or change it, go to Steam > Settings > Downloads > Download Region. Menu labels can change between client updates, so if the path differs slightly, look for the Downloads section of Settings and the region dropdown inside it.

Steps to troubleshoot slow downloads
- Confirm the Download Region is the one where you are located, or the closest one to you.
- Test one nearby region at a time. Steam’s support material says another nearby region can perform better, and that any single region’s servers may be slow, overloaded, or affected by a hardware failure. Compare the download rate over the same period for each region, rather than judging from one attempt.
- Compare speeds in matching units. Internet plans are normally advertised in bits per second (Mbps), while Steam’s download rate may be shown in bytes per second (MB/s). One byte is eight bits, so a 100 Mbps connection tops out at roughly 12.5 MB/s before overhead. A download showing 12 MB/s on a 100 Mbps plan is close to the ceiling, not a fault.
- If changing region does not help, the problem is likely your connection or the Steam client rather than the region. Steam’s guidance points to security or packet-filtering software interfering with traffic, as well as general network-connectivity troubleshooting. Check those before assuming a distant region is better.
Do not assume the farthest or most fashionable region is faster. Proximity usually helps, but a closer region can still be overloaded at a given moment, which is why testing matters.
Choosing a multiplayer server
For matches, the metric that matters is round-trip latency between your machine and the game server. Steam’s lag guidance defines latency as “the amount of time it takes information to reach the server from your machine,” and notes that higher latency means a greater likelihood of lag. Ping is the same measurement, expressed in milliseconds.

Use the controls the game gives you:
- Look at the server browser or matchmaking settings to see the ping or region each server reports.
- Prefer a server with low and steady latency over one that is occasionally faster. Jitter, meaning ping that jumps around, causes more visible problems than a consistently moderate value.
- In Counter-Strike 2, the Max Acceptable Matchmaking Ping setting limits which data centers the matchmaker may use. Lowering it narrows your options to nearer data centers, which can mean longer queue times. Raising it widens the pool.
Other games use different systems, and some select a region automatically without exposing a ping limit. Steam’s material does not provide a universal ping threshold or a ranking of servers across games, so judge each game on the latency it displays and how the match feels in play.
The Download Region does not change which multiplayer server you join. The two settings solve different problems, and changing one will not fix the other.

Store country and server choice are unrelated
Steam’s store-country and region-restriction guidance covers purchases, gifts, and regional availability of products. It does not describe a way to lower game latency or pick a download server. Steam also warns that using a VPN or proxy to disguise your location to redeem a region-restricted gift may lead to account restrictions, so do not use one for this purpose.

If you want to host a server instead
If your question is which server to run rather than which one to join, the answer depends on what you are building. Steam Support states that all Steam game servers now use SteamCMD to download and update game server files. Its Source-server guidance distinguishes a listen server, which runs alongside a player and suits small LAN games, from a standalone dedicated server, which is intended for advanced users hosting games over the internet. Steam’s material does not name a best hosting provider or a best physical location, so those choices depend on your players’ locations and your budget.

Where this guidance can change
Steam’s support pages were reviewed as of October 2026, and both the client menus and individual games’ matchmaking controls change over time. If a menu label differs from the path above, the setting is still in the Downloads section of Settings or in the game’s own multiplayer options.
