Yes—Wizards of the Coast now manages Magic: The Gathering’s Commander format. The Commander Rules Committee transferred management to Wizards in September 2024. Wizards announced a community Commander Format Panel the following month, but the panel advises and gives feedback; Wizards designers retain final authority over format decisions. The transfer changed who manages Commander, not its gameplay rules by itself.
What happened to the Commander Rules Committee?
In its October 22, 2024 announcement, Wizards said that “a couple of weeks ago” the Commander Rules Committee had given Wizards management of the format. The change moved responsibility for Commander’s format policy to Wizards; it did not announce a new set of gameplay rules at the moment of transfer. Wizards described its aim as preserving the community-led character of a format that had grown under community leadership. Wizards’ announcement is the primary account of the handoff.
What does the Commander Format Panel do?
Wizards announced the Commander Format Panel on October 22, 2024 as a community group intended to work with its design and other teams. Its role is to share feedback on proposed work and bring community concerns into discussions. The first panel had 17 members.
Wizards said it wanted the panel to review every major Commander announcement it intended to make. That was a stated process goal, not a grant of decision-making power to the panel. Gavin Verhey said, “Ultimately, myself and other designers at Wizards are going to make the final calls, but I do expect that most of the time majority opinion on the panel will win out.” In other words, the panel can influence decisions, but it does not control the format.

Who controls the Commander ban list?
Wizards has final authority over Commander format decisions, including banned-list policy. The panel can offer input, while Wizards designers make the final calls and communicate decisions through official announcements.
A recent example is Wizards’ February 9, 2026 update: Biorhythm was unbanned and added to Game Changers, while Lutri, the Spellchaser, was unbanned but remained banned as a companion. Both changes took effect that day. Check the official banned and restricted announcement for the policy details and consult the live Commander page for current rules and status.

Did Wizards change the rules of Commander?
The transfer itself was a governance change, not a gameplay-rules announcement. Wizards’ official Commander format page describes the familiar core structure: a 100-card deck made up of 99 cards plus a commander, singleton construction except for basic lands, and a color-identity restriction based on the commander. The commander begins in the command zone and costs two additional mana for each previous time it was cast from that zone during that game. In multiplayer, players start at 40 life, and a player dealt 21 or more combat damage by the same commander loses.
Those rules explain how the format is played; they should not be confused with the 2024 change in management. Wizards can make policy and rules updates under its current authority, but any particular change should be checked against its current official format information.

How are Commander brackets part of the current system?
Wizards presents Commander brackets as an optional matchmaking aid: a way for players to communicate expectations and find games at a similar power level, not a required deck-building rule. As described in the February 9, 2026 update, the five brackets are Exhibition, Core, Upgraded, Optimized, and cEDH. The first three are oriented toward socially focused play; the latter two cover higher-power or competitive play. Wizards says the bracket system remains in beta and is evolving.
The same update illustrates that policy can develop without every proposed change being adopted. Wizards said it would not change how hybrid mana works in Commander at that time, while emphasizing that it wants to be mindful of the pace of change because players build decks and value stability. It did not promise that changes had stopped.

Wizards also reported survey ratings on a proposed hybrid-mana change: 25% very positive, 19% positive, 19% neutral, 17% negative, and 21% very negative. The figures were published by Wizards in its February 9, 2026 update, referring to a survey run in December and early January among players of different types. The cited account does not provide a sample size or methodology, so these are Wizards’ reported results, not an independently verified or demonstrably representative measure. The published percentages total 101%, apparently due to rounding; the categories are reproduced as stated. Read the full brackets beta update for its framing and detail.
What this means for Commander players
For a player deciding what to follow, the practical distinction is between playing the format and governing it: use Wizards’ Commander page for the rules and brackets, and its announcements for policy changes. Community feedback still has a formal route through the panel, but the final decision belongs to Wizards. The October 2024 announcement establishes the transfer and panel’s intended role; it does not provide a full account of the former Rules Committee’s internal processes or prove how players broadly felt about the handoff.
