Who dropped the first bomb in Fallout? The evidence does not establish a canonical answer. Tim Cain, lead developer on the original game, said China fired first according to the original team’s assumption—but he explicitly said that was not canon. More recent reporting on the television series describes the mystery as open again, not solved.
What Fallout canon confirms about the Great War
Bethesda’s official Fallout timeline places the Great War in 2077 and identifies the moment the bombs fell as the opening of Fallout 4. That establishes when the war happened, not who launched first.
Why Tim Cain said China fired first
In an October 2025 interview reported by PC Gamer, Cain described the original team’s assumption: China technically launched the first nuclear weapon, in response to the United States continuing biological-weapons research and concealing it. He put the distinction this way: “China technically started it by firing the first nuke, but you could argue that technically the US started it by doing illegal bio-weapons research then lying about it multiple times.”
Cain also explicitly said this was “not canon” and that the game did not directly state it. His comments are useful evidence of the original developers’ thinking, but they are not confirmation from the released games that China launched first.

Did the United States start the war?
That depends on what “started” means. Cain’s account separates the first physical launch from responsibility for creating the conditions that led to war. Under his interpretation, the U.S. could be blamed for illegal biological-weapons research and deception, even though China was the side the team assumed fired first. Those are different claims; one does not prove the other.
Did Vault-Tec drop the bombs first?
The television series’ first season prompted speculation that Vault-Tec might have launched the bombs. Season 2 reporting complicates that theory: GamesRadar+ reports that Robert House questions Vault-Tec’s responsibility and suggests an unknown player may have been involved. MeriStation likewise describes the story as reopening the mystery. These reports do not establish Vault-Tec—or any other actor—as the first launcher.

So, who launched the first nukes in Fallout?
The canon answer remains unresolved in the sources available here. China is the original team’s stated assumption as recalled by Cain, not a confirmed answer in the games. The television-series developments reported so far also leave the identity of the first launcher uncertain.
