Simon “Ghost” Riley is a character in the Modern Warfare games. Activision identifies him as a lieutenant in Task Force 141, the fictional special-operations unit at the center of that series. Its Modern Warfare II overview describes him as serving on short-term covert assignments in classified locations and says his past is redacted.
Is Ghost based on a real person?
The official sources cited here do not name a real person as the basis for Simon Riley, nor do they provide a specific creator statement identifying a real-world design model. A claim that Ghost is based on a particular soldier, actor, or historical figure is therefore not established by these sources.

Is Call of Duty: Ghosts about Simon Riley?
No. Call of Duty: Ghosts is a separate 2013 game, not a Simon Riley biography or a game centered on the Modern Warfare character. Activision describes it as having an entirely new story, setting, and cast, and its 2013 announcement calls it an all-new world, story, and characters.
Infinity Ward executive producer Mark Rubin made the distinction explicit in an Xbox Wire interview published October 23, 2013: “With ‘Ghosts,’ we went a completely different direction and want to provide origin stories to our characters– who they are, where they grew up, why they are fighting for survival.” He was discussing the new game’s cast in contrast to the Modern Warfare series.

Why the name causes confusion
“Ghost” can mean either Simon Riley’s callsign or the title of the standalone 2013 game. The shared word does not make the game part of his story: Simon Riley belongs to Modern Warfare, while Call of Duty: Ghosts introduced a different setting and characters.
