Who Is the Best Civilization for Making Money in Civilization VI?

Mali is the best default choice for Gold in Civilization VI when flat Desert and Golden Ages support its trade routes. Portugal can outshine it on maps rich in reachable foreign coastal cities.

Mali, led by Mansa Musa, is the strongest default choice for earning Gold in Civilization VI when you can build international trade routes from a city with plenty of flat Desert tiles and take advantage of Golden Ages. Portugal, led by João III, is a strong alternative on maps with accessible foreign coastal cities or cities with Harbors. This is a comparison of documented game abilities—not a universal ranking of Gold per turn across every map and ruleset.

Why Mali is the best default choice for Gold

Mansa Musa’s Mali has a direct Gold engine tied to the terrain around a trade-route origin city. Its Sahel Merchants ability adds +1 Gold to international trade routes for every flat Desert tile in the route’s origin city. The bonus therefore depends on where the route starts, not simply on Mali owning Desert somewhere in its empire. See the Gathering Storm Civilopedia entry for Mansa Musa.

Mali also gains +1 Trade Route capacity when it enters a Golden Age. More capacity can let you run additional routes, increasing the practical value of the terrain-based bonus when suitable destinations are available. The benefit is conditional: a Mali game with little useful flat Desert around its route-origin cities, or without Golden Ages, will not realize the same potential.

When Portugal is a better fit

Portugal’s João III is a compelling alternative when the map offers plenty of viable international destinations. Casa da Índia limits international trade routes to foreign coastal cities or cities with a Harbor, but grants +50% to all yields from qualifying routes. João III also gains Trade Route capacity when meeting civilizations, and Portuguese Traders have +50% water range. These mechanics favor a map where exploration and ocean access make eligible foreign destinations reachable. The details appear in the official Portugal Pack notes.

Feitorias add another layer

Portugal can build Feitorias in eligible foreign or city-state territory on coastal or lake tiles. A Feitoria provides +4 Gold and +1 Production to the tile owner; trade routes sent from Portugal to a city with a Feitoria gain +4 Gold and +1 Production. These bonuses can reward planning around route destinations, but they do not remove Portugal’s restriction on which international cities it can trade with.

The figures in this table describe the civilizations’ documented abilities, not results from controlled games. There is no established, matched cross-map test showing which civilization produces the most Gold per turn across different settings.

Gold is not the same as overall economic strength

Mali’s Gold advantage has an important practical tradeoff. Gathering Storm launch materials describe Mali as earning additional Gold from mines while receiving less Production from them, along with an overall Production penalty when constructing buildings or training units. Gold can buy units and buildings, but lower Production can make it harder to build them directly. Mali’s economy is therefore strongest when its Gold income is put to effective use; a large Gold balance alone does not guarantee faster overall development. Ruleset and patch context also matter. Official notes for the April 2, 2019 patch record a 15% Democracy purchase discount and a change involving a Mali-related combo or exploit. That historical balance note is not evidence of a current universal ranking; it is a reason to avoid treating an ability comparison as a performance guarantee. How to decide for your map

  • Choose Mali if you can establish a route-origin city with substantial flat Desert and expect to reach Golden Ages.
  • Choose Portugal if you can reach many foreign coastal cities or cities with Harbors and can make good use of international routes and Feitorias.
  • Think beyond Gold per turn if your goal is overall economic flexibility: weigh Mali’s Production drawbacks against its Gold engine, or Portugal’s strong route yields against destination access.

Both are credible choices for a Gold-focused game, but their strengths depend on different map conditions. The recommendation here is ability-based and applies to the Gathering Storm-era mechanics documented in the cited sources; it is not a measured result for every Civilization VI edition, patch, difficulty, or game speed.
