The most common cause is AllowOverride None in the <Directory> block that matches the requested filesystem path. Enable only the override category or individual directives you need, turn on the rewrite engine when applicable, reload Apache, and use the error log—or a controlled invalid-directive test—to determine which failure you have.

What “Apache is ignoring my .htaccess file” actually means
Several different failures look identical in a browser. A rewrite does not happen, a custom error page is absent, a header is not added, or a redirect never fires. Those symptoms can result from:

- The file is not named
.htaccess, is outside the directory serving the request, or Apache has been configured to search for another name. - The request is handled by a different virtual host or a different
<Directory>block than the one you edited. - Apache reads the file but refuses a directive that is not permitted by the current override policy.
- A rewrite file is read, but
RewriteEngine On, a required option, or the rule’s per-directory syntax is missing. - The file contains invalid syntax and Apache stops with a configuration error.
The distinction matters. If the file is not read, changing rules inside it cannot help. If a directive is forbidden, the error log normally identifies the directive. If a rule is malformed, the log points to a syntax problem. Diagnose in that order instead of repeatedly editing the rule itself.
How Apache decides whether to read the file
The matching <Directory> block controls access
Apache applies override settings according to the filesystem directory that serves the request. A setting in an unrelated directory block does not enable the file you are testing. For example, a site may be served from /var/www/example/public while the administrator changes a block for /var/www/html. The latter has no effect on the former.

Virtual-host configuration also matters. The hostname, port, and address in the request select a virtual host; that host can point to a different DocumentRoot and therefore a different directory tree. Always identify the actual document root for the failing hostname before changing permissions.
AllowOverride None means no file processing
Apache’s default value for AllowOverride is None. In that state, .htaccess files are completely ignored for the matching directory. The core reference further specifies that when both AllowOverride and AllowOverrideList are None, Apache does not even attempt to read the file.

This explains a common diagnostic surprise: deliberately putting invalid text in a file produces no server error when Apache is not looking at that file. No error does not prove the file is valid; it may prove the file was skipped.
AllowOverride enables categories
AllowOverride accepts categories such as FileInfo, AuthConfig, Indexes, and Limit. Many rewrite and metadata directives belong to FileInfo. Enabling a category permits all directives in that category, so choose the narrowest category that meets the site’s needs.
AllowOverrideList enables named directives
AllowOverrideList lets an administrator name individual directives instead of opening an entire category. This is more precise when a directory owner needs only a short list of features. The directive names must be valid for the Apache version and module set in use; a name that is misspelled or belongs to an unloaded module will still fail.
AccessFileName can change the filename
Apache normally searches for .htaccess. The AccessFileName directive changes that search name. If an administrator has set it to something such as .config, a file named .htaccess will not be the file Apache reads. Check the active server configuration rather than assuming the default name.

Fix it in the correct order
1. Confirm the served directory and exact filename
- Determine the active virtual host and its
DocumentRoot. Use the host’s configuration or, where available,apachectl -Sto see the virtual-host map. - Resolve the URL to the filesystem directory that actually contains the requested file. A nested request can inherit settings from several parent directories.
- Check that the file is exactly
.htaccess, including the leading dot and lowercase spelling. On Unix-like systems,ls -lareveals hidden files. A file accidentally saved as.htaccess.txtis a different file. - Check whether
AccessFileNamechanges the expected name. If it does, create or edit that configured filename instead. - Ensure the web-server account can traverse the directories and read the file. A permissions problem commonly appears in the error log, but it is still worth checking before changing rewrite syntax.
Put the file in the directory that corresponds to the URL being tested. A file in the project root does not automatically govern a request mapped to a subdirectory, and a file in one virtual host cannot configure another host.
2. Find the effective <Directory> policy
In the server or virtual-host configuration, locate the <Directory> block matching the real filesystem path. A minimal example is:

AllowOverride FileInfo
</Directory>That example permits directives in the FileInfo category, which covers many rewrite and response-metadata use cases. It does not automatically grant every possible .htaccess feature. If the file contains authentication, directory listing, or access-control directives, those may require other categories.
For a tighter policy, name only the directives required by the application:
<Directory "/var/www/example/public">
AllowOverride None
AllowOverrideList RewriteEngine RewriteCond RewriteRule
</Directory>Use the exact directives present in the file and verify that the installed Apache modules support them. A restrictive list is safer than enabling a broad category, but it is less forgiving when a new directive is added later.
3. Permit the option needed by per-directory rewrites
Per-directory mod_rewrite processing requires RewriteEngine On. Apache also requires either FollowSymLinks or SymLinksIfOwnerMatch in this context, and the server configuration must permit the relevant option. A typical file therefore begins:

RewriteEngine On
RewriteRule ^old-page$ /new-page [R=301,L]If Apache reports that a rewrite directive is not allowed, fix the matching AllowOverride or AllowOverrideList policy first. If it reports that symbolic-link options are required or forbidden, configure an allowed option in the server’s directory context. Do not blindly add Options +FollowSymLinks to the file; that line itself is subject to override permissions and may be inappropriate for the host’s security policy.
In a per-directory file, the directory prefix has already been removed from the URL path before a rule is evaluated. Consequently, a rule in the document root usually matches ^products/, not ^/products/. A rule in a nested directory sees a path relative to that directory. This syntax issue is separate from whether Apache read the file, so establish file processing before debugging a pattern.

Changes to httpd.conf, an included file, or a virtual-host definition do not take effect until Apache reloads or restarts. Test the configuration before applying it:
apachectl configtestSome distributions expose the equivalent as apache2ctl configtest. A successful test indicates that the configuration parses; it does not prove that the request is reaching the directory block you intended. Reload using the service mechanism supplied by the operating system, then make one controlled request and inspect the error log immediately.
If the configuration test fails, correct that error before testing the application. A malformed main configuration can prevent a reload, leaving the old settings active and making a correct edit appear ineffective.
Use the error log to separate the failure types
Watch the virtual host’s error log while making a request. Log locations vary by operating system and hosting panel, so use the path configured for the active host. Typical messages map to distinct actions:

- “Directive not allowed here” or an equivalent override error: the file is being read, but the matching
AllowOverridecategory orAllowOverrideListdoes not permit that directive. - “Invalid command”: the directive may require a module that is not loaded, may be misspelled, or may not be permitted in this context.
- Syntax errors naming a line: Apache parsed the file and found malformed configuration. Fix the indicated line and test again.
- No message after an intentionally invalid test: Apache probably did not process that file. Recheck the filename, path, virtual host,
AccessFileName, and override policy. - A 500 response immediately after editing: treat it as a configuration or runtime error and read the log before changing more lines.
Do not leave an invalid directive in production. Use the invalid-file technique only briefly, make a single request or reload, record the result, and restore the file.
The controlled invalid-directive test
Apache’s troubleshooting guidance recommends a deliberate, temporary failure because it answers the most important question—“is this file being processed?”—without relying on the application.
- Back up the current file.
- Add a clearly invalid directive on its own line, such as a made-up command that cannot be confused with a real module directive.
- Reload Apache or make the request that causes the directory to be evaluated, according to the way the host applies configuration.
- Check the error log.
- Remove the invalid line and restore the backup immediately.
An error proves Apache opened the file; the message then tells you whether the problem is a forbidden directive, an unknown command, or syntax. No error strongly suggests that Apache skipped the file because of a filename, path, directory-context, or override problem. This test does not identify every rewrite mistake, but it cleanly separates “not read” from “read and rejected.”

The rewrite engine is off
Having FileInfo permission does not switch rewriting on. Include RewriteEngine On in the applicable file or server context. Put it before the rules so the intent is unambiguous.
The rule is written for the wrong context
Server-level rules and per-directory rules do not receive the same path. In .htaccess, the directory prefix is removed and a leading slash is generally not part of the string matched by RewriteRule. A pattern copied from a virtual-host configuration can therefore fail even though the file is active.
A prior rule stops processing
Flags such as [L] stop the current rewrite pass when a rule matches. Examine rules above the one you are testing, redirects that send the request elsewhere, and conditions that make the rule ineligible. Test with one simple rule before reintroducing a larger rule set.

The request never reaches this directory
Static files, aliases, proxies, application front controllers, and other virtual-host mappings can route a request without traversing the directory that contains your file. Confirm the URL-to-filesystem mapping and test a resource that is definitely under the intended document root.
Options or modules are unavailable
Per-directory rewriting depends on the rewrite module and an allowed symlink option. If the module is not loaded or the option is prohibited by the administrator, the correct fix is in the server configuration, not in the rule pattern.

Apache recommends the main configuration when the administrator can edit it. Use .htaccess when the hosting model requires delegated, directory-local configuration or when changing the central configuration is not practical. Do not enable overrides globally merely to make one site work; scope the setting to the smallest directory that needs it.
Common hosting situations
You administer the server
Edit the virtual host or included configuration, match the real document-root path, choose a minimal override policy, run a configuration test, reload Apache, and inspect the log. Moving rules into the main configuration may eliminate per-request access-file checks and gives you one authoritative place to maintain them.
You use managed hosting
You may be unable to edit httpd.conf or the virtual-host block. In that case, ask the host which AllowOverride categories are enabled, whether AllowOverrideList is used, what AccessFileName is configured, and which directory is the account’s document root. Provide the exact log message and the failing hostname; a generic request to “enable rewrites” omits the information needed to diagnose the issue.
You have a control panel
Panels can generate Apache configuration and may overwrite manual edits. Make the change through the panel’s supported Apache or directory settings where possible, then verify the generated configuration and reload status. If a panel reports that overrides are disabled, only the provider or server administrator can change that policy.
A compact diagnostic decision tree
- Does a temporary invalid directive produce an error? If no, verify the exact filename,
AccessFileName, served directory, virtual host, and matching<Directory>block. If yes, continue. - Does the log say the directive is not allowed? Add the smallest suitable
AllowOverridecategory or list the directive withAllowOverrideList. Do not broaden permissions without a reason. - Does the log identify a syntax or unknown-command error? Correct the line, confirm the required module is loaded, and run the configuration test again.
- Is the file active but a rewrite does nothing? Confirm
RewriteEngine On, the required symlink option, per-directory pattern syntax, rule order, conditions, and the URL’s actual directory. - Did the main configuration change take effect? Verify that the reload succeeded. If it did not, Apache is still running the previous configuration.
Security and maintenance checks
- Scope
AllowOverrideto the required directory; avoid enabling broad overrides across the entire filesystem. - Prefer
AllowOverrideListwhen a small, known set of directives is sufficient. - Protect the file from unintended web access and ensure only trusted users can modify it.
- Keep production rules small and comment the purpose of non-obvious conditions, especially redirects and exceptions.
- After every central-configuration edit, run a syntax test and reload deliberately; after every file edit, make one request and check the relevant log.
- Remove temporary invalid-test text and old backups from web-accessible directories.
The reliable method is therefore procedural: prove Apache is looking at the expected file, prove the matching directory policy permits the directives, enable the rewrite engine and required option when rewriting is involved, then validate the rule itself. Each step produces a different log result, so you can stop changing settings once the evidence identifies the actual fault.
